Evidence rule: an award record can show what was reported; it does not prove why a buyer selected a vendor, that a price was high or low, or that a future requirement will be competed the same way. Verify material facts against official award and solicitation sources.

Good award intelligence keeps three layers separate: reported facts, comparisons, and interpretation. Before calling something a price anomaly, compare like-for-like scope, quantity, geography, period, contract type, options and inflation where those factors are available. A difference is a research signal, not proof of wrongdoing.

What to compare across awards

Useful comparisons can include the same buyer purchasing similar work, repeated NAICS and PSC combinations, recurring recipients, contract vehicles, competition type, place of performance, periods of performance and reported values. Comparability matters more than the number of records. Two awards with similar titles may have very different quantities, technical requirements or option structures.

Build an evidence trail

Keep the PIID or award identifier, solicitation identifier when available, source URLs and the date you verified the record.
