Award under this RLP will be made to the lowest-priced, technically acceptable negotiated offer. City: Lewiston State: Idaho Delineated Area: City limits of Lewiston Minimum ABOA Square Feet: 3,784 ABOA SF Maximum ABOA Square Feet: 4,162 ABOA SF Space Type: Office, Retail Parking: 0 Lease Term: Full Term: 15 Years Firm Term: 10 Years Firm Amortization Term: 10 years for both Tenant Improvements and Building Specific Amortized Capital. AGENCY UNIQUE REQUIREMENTS Agency Tenant Improvement Allowance: $53.65 per ABOA SF Building Specific Amortized Capital (BSAC): $12.00 per ABOA SF Additional Requirements: One (1) public transportation stop must be located within 1,600 walkable linear feet of the building�s public entrance. Space must not be on the same property as establishments primarily involved in the sale of alcohol or the sale and discharge of firearms. Minimum 20 feet column spacing (center-on-center) and from any interior wall. Must be one (1) contiguous space on a single floor with no interior steps, ramps, and cannot be separated by any common areas. Any space being offered for consideration that is not located on the ground floor must provide two elevators (One passenger and one freight elevator). Space must be no more than twice as long as wide. If applicable, provide history or all history of water/moisture intrusion or mold; must provide remediation history and evidence of remediation, including source corrections, repeated issues or interference with tenant�s quiet enjoyment may result in disqualification. 24/7/365 temperature-controlled server room Must provide the Government with parking that meets or exceeds all applicable local zoning requirements. Security Level II HOW TO OFFER Unless otherwise authorized by the LCO or his/her designated representative, offers may only be submitted electronically to GSA using the Requirement Specific Acquisition Platform (RSAP) located at https://leasing.gsa.gov. RSAP enables Offerors to electronically offer space for lease to the Federal Government. The offer submission process is web-enabled, allowing all registered participants to submit and update offers to lease space to the Government in response to a single RLP for a specific space requirement. Lease awards will be made to the lowest-priced, technically acceptable offer without negotiations. Offered space must comply with all applicable Federal, State, and Local jurisdiction requirements, including standards for fire and life safety, accessibility, seismic resilience, and energy efficiency. In order to be considered for award, offers conforming to the requirements of the RLP shall be submitted through LOP/RSAP no later than September 30, 2026, 5:00 PM PDT. Offerors must submit all documentation identified in this RLP using RSAP. RSAP generates the Lessor's Annual Cost Statement (GSA Form 1217) and Proposal to Lease Space (GSA Form 1364) based on the Offeror�s inputs to the online workflow. These auto-populated forms are available for review on the attachments page of the RSAP workflow and are automatically included as part of the offer upon submission; there is no need for the Offeror to manually complete the attached blank version of these two forms. Offerors can revise the auto-generated GSA Form 1217 and/or GSA Form 1364 by changing the inputs to the online workflow. Any subsequent revisions to offer documents must be submitted through RSAP. There is no paper-based submission process under this RLP and paper submissions will not be considered, unless otherwise authorized by the LCO. IMPORTANT NOTES Check the attachments and links section of this notice for possible, additional project-specific requirements or modifications to the RLP. Please review Section 889 of the FY19 National Defense Authorization Act (NDAA) regarding telecommunications equipment restrictions: https://acquisition.gov/FAR-Case-2019-009/889_Part_B SAM registration should be initiated as soon as possible. Refer to RLP Section 3.04, subparagraph N. The Government may award multiple leases to satisfy new requirements or to compete expiring leases. Specific requirements will be identified following the close of the Open Period. Subleases will not be considered. Submission by anyone other than the owner or manager of a property must be accompanied by written consent from the ownership granting authority to the representative in providing the information to the Government.
