This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with RFO part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. FA468626QC011 is issued as a Request for Quote (RFQ). This acquisition is a 100% small business set-aside. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. (ii). A list of line item number(s) and items, quantities, and units of measure is identified in Attachment 1 - Solicitation, Under Supplies or Services & Prices or Costs. Offerors shall return completed pricing as part of their quote submission. (iii). Beale Air Force Base (AFB) Air Traffic Control (ATC) Tower sunshades are worn and require total replacement due to natural aging and environmental exposure. FAA Order 6480.18 recommends replacement every 5 to 7 years. The existing Beale AFB tower cab shades have not been replaced since 2017 and exhibit advanced material degradation, crazing, and roller tension failure. In accordance with Attachment 2: FAA Master Specification Section 12 25 12 (ATCT Transparent Plastic Window Shades) and FAA-E-2470b, control cab window treatments must maintain optical clarity and uniform light filtering. Continued degradation creates an active flight safety hazard by subjecting air traffic controllers to uncontrolled solar glare and visual impairment during critical flightline operations. (iv). Date(s) and place(s) of delivery and acceptance and FOB point is identified in Attachment 1 - Solicitation, Under Deliveries or Performance Schedules. Place of Contract Performance: Beale AFB, CA; Period of Performance: All delivery and installation must be completed between 30 September 2026 and 30 November 2026, executed within the operational safety windows specified in the SON. (v). The provision at 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, applies to this acquisition. The provision at 52.212-2, Evaluation-Commercial Products and Commercial Services, applies to this acquisition and the specific evaluation criteria to be included is identified in Attachment 1. (vi). Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, with its offer. The clause at 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services, applies to this acquisition. (vii). The Contractor shall provide a minimum five (5) year standard commercial warranty from the date of final Government acceptance covering all manufacturer defects, in accordance with FAA-E-2470b. (viii). Response Times: Q&A's are due Thursday, 17 September 2026 @ 10:00AM PST to the POCs listed below. Offers are due Monday, 21 September 2026 @ 10:00AM PST to the POCs listed below.
