The United States Department of Agriculture (USDA), Agricultural Research Service (ARS) is issuing this pre-solicitation notice to inform industry of an upcoming requirement for a Automated Segmented Flow Analyzer with AS2 Autosampler. This procurement will be conducted in accordance with the procedures outlined in RFO 12.201-1(c)(2). Please be advised that this notice is published solely to inform industry of the Government�s intent to solicit quotations directly from at least three total manufacturers and suppliers. The Government does not intend to post a formal solicitation notice on SAM.gov. In accordance with RFO 12.201-1(c)(2), for acquisitions at or below the Simplified Acquisition Threshold (SAT), the Contracting Officer is electing to solicit quotations directly from suppliers. By posting this pre-solicitation notice, the Government is fulfilling the requirement to post a pre-solicitation notice in the GPE according to subpart 5.1. Award Timeline The targeted date for contract award is 23 September, 2026. Disclaimer This is a pre-solicitation notice only and does not constitute a Request for Quote (RFQ), Request for Proposal (RFP), or an Invitation for Bid (IFB). Responding to this notice does not guarantee inclusion. The contracting officer will evaluate potential offers to evaluate their potential to be a responsible source before being solicited directly. For this notice, a responsible source will be a company whose primary industry is the manufacture or sale of total aircraft wash systems, has a satisfactory past performance, and is a small business. No formal solicitation document will be posted to SAM.gov for this requirement. It is the governments intent to solicit quotations directly from suppliers, however interested vendors may submit their company information for this requirement.
