Request for Information (RFI): Aviator�s Night Vision Imaging System (ANVIS) Commercial Off-the-Shelf (COTS) Solutions 1. Description & Purpose For market research and planning purposes, the US Army is conducting an assessment of Commercial Off-the-Shelf (COTS) solutions for helmet-mounted Aviation Night Vision goggles. The Government is seeking information and production samples from industry to identify potential COTS solutions capable of meeting or exceeding the requirements for the Aviator�s Night Vision Imaging System (ANVIS). 2. References a. MIL-PRF-A3279454B Aviator�s Night Vision Imaging System AN/AV 6(V)3 b. MIL-PRF-A3314408 18 MM IMAGE INTENSIFIER (I�) TUBES, AVIATION: MX-12606 GREEN PHOSPHOR (GP) AND MX-12607 WHITE PHOSPHOR (WP) / GROUND: MX-12608 (GP) AND MX-12609 (WP) 3. Submission Requirements Respondents shall provide white papers not exceeding 10 pages to explain their product and submit at least one (1) production sample for United States Government (USG) testing. White papers shall include the following: Product specifications (dimensions, weight, Field of View, Center Resolution, Signal to Noise Ratio, Gain, Phosphor color, etc.) Explanation of how the product meets MIL-PRF-A3279454B and MIL-PRF-A3314408 (MX-12607 I2 tube). Include Temperature Extreme, Temperature Shock, Vibration, Immersion, Humidity, Veiling Glare, and Electromagnetic Interference (EMI). Approximate unit cost (may include step ladder for economies of scale up to a quantity of 17,000). Note: This is not a bid for contract award. Identification of the company that manufactures the product�s I2 tubes. Identification of the company that manufactures the product�s optical assemblies, specifying whether the optics are glass, plastic, or hybrid. Whether the product supports interchangeability with optics and I2 tubes from other manufacturers. How the product would support maintenance in the field, to include I2 tube replacement and collimation. What USG or commercially available test sets could support the product. Production capacity per month and how much notice the Respondent would need to reach that capacity. Production Samples: Production samples shall be subjected to the following testing: Resolution Signal to Noise Ratio Gain Collimation Electromagnetic Interference testing per MIL-PRF-A3279454B (RS-103 portion) 4. Response Instructions and Deadlines Questions: Any/all questions shall be submitted via e-mail no later than 25 September 2026 by 2:00 PM EST to Timothy Compton, Contracting Officer, at timothy.j.compton7.civ@army.mil and Roxanne A.
