(i) Authority & Statutory Statement This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR 12.202(b), as supplemented with additional information included in this notice and the attached RFQ package. This announcement constitutes the only solicitation; a formal quote is being requested from the intended sole-source contractor and a separate written solicitation will not be issued. Solicitation number FA8523-26-Q-B003 is issued as a Request for Quotation (RFQ). The Government intends to solicit and award a sole-source, Firm-Fixed-Price purchase order to Keysight Technologies, Inc. (CAGE: 14493), located in Loveland, CO, under the authority of FAR 12.201-1 and 41 U.S.C. 1901. Keysight Technologies, Inc. is the developer, Original Equipment Manufacturer (OEM), and sole proprietor of the EWASP system's design specifications, source code, and hardware architecture. The Government does not own or have access to the unrestricted Technical Data Package (TDP) or software data rights required to compete this sustainment work. Only one responsible source and no other supplies or services will satisfy agency requirements. This notice is not a request for competitive proposals; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. This acquisition is not set-aside for small business concerns. All applicable provisions and clauses are incorporated by reference in the attached RFQ package. DPAS Rating: DO-A7 (ii) & (iii) Schedule of Line Items and Description of Requirements The Government intends to award a commercial purchase order with a Base Period and two (2) one-year Option Periods for sustainment support of the B-1B Electronic Warfare Advanced Simulation Platform (EWASP). Requirements include calibration and repair services, Simulation View software licenses, and technical support. A complete description of requirements, the Performance Work Statement (PWS), and the full line-item structure (CLINs 0001-2003) are detailed in the attached RFQ package (FA8523-26-Q-B003) and its associated attachments. (iv) Delivery and Performance Period of Performance: Base Period: 30 Sep 2026 � 29 Sep 2027 Option Period 1: 30 Sep 2027 � 29 Sep 2028 Option Period 2: 30 Sep 2028 � 29 Sep 2029 FOB Point: Destination Place of Delivery/Acceptance: Robins AFB, GA 31098 (v) & (vi) Applicable Solicitation Provisions and Contract Clauses All provisions and clauses applicable to this acquisition, including but not limited to FAR 52.212-1, 52.212-4, 52.212-5, and 52.217-5, are incorporated within the attached RFQ package.
