Opportunity description
1. INTRODUCTION & SYNOPSIS This announcement is a formal Request for Prototype Proposal (RPP) issued by the Mission & Installation Contracting Command (MICC) Fort Campbell on behalf of the Directorate of Public Works (DPW) at Fort Campbell, Kentucky. The Government is seeking competitive prototype proposals to design, integrate, and execute a modernized facility management solution across 58 unaccompanied housing (barracks) facilities. The prototype will integrate an advanced, secure Enterprise Asset Management (EAM) software platform with cross-trained physical maintenance execution to streamline work order triage, optimize Between Occupancy Maintenance (BOM), and execute proactive Preventative Maintenance Orders (PMO). Authority: 10 U.S.C. 4022, Other Transaction Authority (OTA) for Prototype Projects. Agreement Type: The Government intends to award a single Other Transaction (OT) agreement. Follow-on Production / Sustainment: Offerors are advised that in accordance with 10 U.S.C. 4022(f), successful completion of this prototype project may result in the award of a non-competitive, follow-on production/sustainment agreement or contract without further competition. 2. BACKGROUND Fort Campbell DPW is responsible for maintaining unaccompanied housing infrastructure that directly impacts Soldier readiness and Quality of Life (QoL). The current operating model relies heavily on manual administrative workflows, disparate tracking mechanisms, and reactive maintenance practices, leading to extended vacancy timelines during unit rotations, misdiagnosed service dispatches, and increased facility wear. This prototype project seeks to validate a modernized operational model that combines commercial best practices with enterprise Army platforms (including integration with ArMA, GFEBS, and the forthcoming enterprise IBM Maximo migration). Key modernization elements include QR-code-enabled request intake, automated work order routing, decentralized parts staging solutions (e.g., smart lockers), and dual-track maintenance (physical inspections for legacy systems and sensor-based monitoring for modern equipment). 3. ELIGIBILITY This RPP is open to all responsible business entities. In accordance with 10 U.S.C. 4022(d)(1), an award may only be made if at least one of the following conditions is met: At least one nontraditional defense contractor or small business participates to a significant extent in the prototype project; OR All significant participants in the transaction other than the Federal Government are small businesses or nontraditional defense contractors; OR At least one-third (1/3) of the total cost of the prototype project is to be paid out of funds provided by sources other than the Federal Government (cost share); OR The Senior Procurement Executive provides written approval for exceptional circumstances. 4. GOVBIDFIT SCREENING LENS
What deserves attention before you spend bid time
These screening signals are generated from the public notice fields stored for this specific opportunity. They are not eligibility findings or predictions; they are prompts for a faster, more disciplined review of the official solicitation.
This record is in a solicitation stage, so submission instructions, evaluation factors, attachments and amendments should be reviewed before a bid/no-bid decision.
The stored deadline is within ten days. Build an internal submission deadline and verify whether questions, site visits, registrations or approvals are due earlier.
No Set aside used is recorded as the set-aside or restriction. Confirm the bidding entity actually satisfies the applicable program and size requirements before investing proposal time.
PSC S216 is the recorded classification. Use it as a screening clue, then compare the actual scope and deliverables rather than treating the code alone as proof of fit.
GovBidFit stores 7 notices tied to this solicitation. Review the notice chain and official SAM.gov history because later postings can change dates, scope or instructions.
GovBidFit has stored substantive notice text for this record, but attachments, clauses, amendments and Q&A can still contain requirements that are not visible in the description alone.
The source data includes 2 public contracting contacts. Use the solicitation's stated communication rules and deadlines before contacting the buyer.

What this opportunity record tells you
SAM.gov identifies this as a solicitation from DEPT OF DEFENSE. The record was posted on September 15, 2026 and currently lists September 25, 2026 as the response deadline. GovBidFit keeps source facts separate from its matching guidance so you can see what comes from the federal notice.
The listed product or service classification is PSC S216. The set-aside field is No Set aside used. These fields help narrow your search, but they do not replace the full solicitation, amendments, attachments, clauses or eligibility language on the official source.
Before deciding to bid
GovBidFit is independent and is not a U.S. government website. GovBidFit stores a structured mirror of SAM.gov public opportunity data in its own database and keeps the compact snapshot as a fallback. The official SAM.gov notice remains the controlling source. The official SAM.gov notice controls if anything here differs from the source or a later amendment.
