COMBINED SYNOPSIS/SOLICITATION W9127N26QA166 Bonneville Ultrasonic Flow Meter Bonneville Lock and Dam U.S. ARMY CORPS OF ENGINEERS, PORTLAND DISTRICT 21 SEP 2026 *Review found that two incorrect part numbers were listed in the "part number description" field on the issued solicitation, for CLINs 0001 and 0012. The part numbers listed in the attachment titled "Statement of Work PD" are accurate, and offerors should use the information listed there. Review also found the delivery field in the SOW incorrectly listed delivery as CPT instead of FOB: Destination. This has been updated and a fresh SOW posted in the attachments section. An amendment to the solicitation reflecting these changes has been issued and posted to the attachment section. ** The manufacturer of the required supplies has confirmed an update to the expected delivery timeframe. This update has changed the expected 30-day delivery schedule to 10 weeks. Offerors will proceed with this 10 week delivery timeframe. A formal amendment to the solicitation reflecting this change will not be issued. This solicitation is for commercial supplies prepared in accordance with the format in the Revolutionary RFO 12.201-1 - Simplified Acquisition Procedures, and additional information is included in this notice. This announcement constitutes the only solicitation; quotes are being requested. Solicitation W9127N26QA166 is for the purchase of one (1) Emerson Flexim FLUXUS G631EE Portable Gas Clamp on Ultrasonic Flow Meter System, complete with required accessories, clamp-on transducers, and specialized probes. This requirement is being solicited on a brand name only basis. Please see the attached Statement of Work and Brand Name Determination for additional information. The following solicitation document, incorporated provisions, and clauses are in effect through Federal Acquisition Circular 2026-01, effective 13 MAR 2026. This solicitation is advertised as a 100% small business set aside, under NAICS Code: 334514 - Totalizing Fluid Meter and Counting Device Manufacturing, with a size standard of 850 employees. All prospective offerors must be registered in the System for Award Management (SAM) at www.sam.gov to be eligible for award. Lack of SAM registration will make an offeror ineligible for award. Quotes are to be submitted to john.r.scukanec@usace.army.mil,NLT 10:00 AM PST on 29 SEP 2026. Please submit any questions to John Scukanec through email. All questions related to this solicitation must be submitted in writing to John Scukanec, questions will not be responded to by phone. Delivery Information: Supplies shall be delivered to: Bonneville Lock and Dam Interstate 84 Exit 40 NE Bonneville Way Cascade Locks, OR 97014. The Government shall not be responsible for the cost of shipping. The contractor shall be responsible for packing and shipping the components in a manner that will ensure undamaged and complete arrival to the powerhouse. No shipments are allowed other than normal business hours of Monday-Thursday 7:00 a.m. to 4:00 p.m. PST, excluding federal holidays. Please note, if a federal holiday occurs on a Sunday, it is observed the Monday after. Submittal Instructions Quotes shall be submitted to John Scukanec at john.r.scukanec@usace.army.mil and include the following: 1) Solicitation Number 2) Date of Submittal 3) Acknowledgement of any Amendments 4) Pricing for all CLINs 5) Contractor Name, UEI Number, Cage Code FOB destination must be included in the offered price.
