8 September 2026 Update Solicitation/Draft contract change in Statement of Work Combined Synopsis/Solicitation: Brand Name Agilent High-Performance Liquid Chromatograph-Mass Spectrometer (HPLC-MS) Solicitation Number: FA8601-26-Q-0074 Notice Type: Special Notice (RFQ) Issuing Office: AFLCMC/PZIBA Posted Date: 9 September 2026 Response Date: 25 September 2026, 11:00 a.m. EDT Set-Aside: N/A Product Service Code: 6630 NAICS Code: 334516 Small Business Size Standard: 1,000 Employees Description The Air Force Life Cycle Management Center (AFLCMC/PZIBA), on behalf of the Department of the Air Force at Wright-Patterson Air Force Base, intends to award a Brand Name Only, firm-fixed-price contract for an Agilent High-Performance Liquid Chromatograph-Mass Spectrometer (HPLC-MS). This is a combined synopsis/solicitation for commercial products prepared in accordance with Revolutionary Federal Acquisition Regulation Overhaul (RFO) Part 12. This announcement constitutes the only solicitation; offers are requested, and a separate written solicitation will not be issued. This solicitation incorporates provisions and clauses in effect through the RFO, effective 17 April 2026, and the Revolutionary Defense Federal Acquisition Regulation Supplement (RDFARS) as of the date of issuance. The Department of the Air Force intends to award a firm-fixed-price contract for an Agilent High-Performance Liquid Chromatograph-Mass Spectrometer (HPLC-MS) in accordance with the attached Statement of Work (SOW), dated 1 September 2026, on a Lowest Price Technically Acceptable basis. The Schedule of Supplies, place of performance, delivery information, and the full list of applicable provisions and clauses are set forth in the attached SF 1449 and solicitation. Award is subject to the availability of funds. The requirement is for all supplies, labor, and services necessary to procure a new High-Performance Liquid Chromatograph-Mass Spectrometer (HPLC-MS). This is a follow-on acquisition requiring the new HPLC-MS to be fully compatible and interchangeable with the agencys existing Agilent equipment and software. The Governments market research indicates that Agilent products use proprietary MassHunter software for instrument control and data analysis, and no other manufacturer produces a compatible system that meets the Governments essential need for a single, integrated platform while avoiding the cost of new training and method redevelopment. GOVBIDFIT SCREENING LENS

What deserves attention before you spend bid time

Decision support

These screening signals are generated from the public notice fields stored for this specific opportunity. They are not eligibility findings or predictions; they are prompts for a faster, more disciplined review of the official solicitation.

Active solicitation stage

This record is in a solicitation stage, so submission instructions, evaluation factors, attachments and amendments should be reviewed before a bid/no-bid decision.

Near-term deadline

The stored deadline is within ten days. Build an internal submission deadline and verify whether questions, site visits, registrations or approvals are due earlier.

No socioeconomic restriction recorded

The current feed does not show a program-specific set-aside restriction. That does not remove other eligibility, responsibility, registration or solicitation-specific requirements.

Classification signal

NAICS 334516 · PSC 6630 is the recorded classification. Use it as a screening clue, then compare the actual scope and deliverables rather than treating the code alone as proof of fit.

Official description available
