Requirement & Scope of Work The Department of the Air Force, Nonappropriated Fund Instrumentality (NAFI), issues this combined synopsis/solicitation to procure all necessary labor, supervision, materials, tools, transportation, and equipment required to design, furnish, and install a complete wet-pipe automatic fire suppression system in Building 450. The scope includes associated HVAC modernization, architectural adjustments, electrical work, and plumbing tie-ins as detailed in the attached Statement of Work and project specifications for Project CTGB 13-2020. Nonappropriated Fund Instrumentality (NAFI) Notice: This is a procurement by a Nonappropriated Fund Instrumentality (NAFI) of the Department of the Air Force. The NAFI is an integral part of the Department of Defense and is an instrumentality of the United States Government. No appropriated funds of the United States shall become due or be paid to the Contractor by reason of this contract. This procurement is conducted in accordance with DAFMAN 64-119 and DoDI 4105.67, and is not subject to the Contract Disputes Act of 1978 or the FAR unless expressly referenced. Schedule of Events & Milestones The solicitation is officially issued on September 2, 2026. An organized site visit will be conducted on September 17, 2026, at 10:00 AM Eastern Time; all prospective offerors are encouraged to attend and must coordinate base access requirements prior to the visit. EMAIL the Contracting Officer to RSVP and receive base access background check steps at least 4 business days prior to the site visit. All technical and administrative questions regarding this solicitation must be submitted in writing no later than September 24, 2026, at 10:00 AM Eastern Time. The solicitation closes, and all proposals must be received, no later than October 8, 2026, at 10:00 AM Eastern Time. Late submissions will not be considered. Proposal Submission & Point of Contact Offerors must submit complete proposal packages electronically via email prior to the closing deadline. All questions, site visit RSVPs, and proposal submissions shall be directed to Cedric Roberts at cedric.roberts@us.af.mil.
