This is a pre-solicitation notice ONLY. This is not a request for proposal, quotation, or bid. The Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD) on behalf of the Occupational Safety and Health Administration (OSHA) intends to issue a solicitation for a single-award contract for Architect-Engineer (A/E) design and project phasing services for a consolidation/renovation of exterior suites in the Frances Perkins Building in Washington, D.C. The Government intends to issue a solicitation under the authority of Federal Acquisition Regulation (FAR) Subpart 36.102 - Architect-Engineer Services, as deviated. Proposed Contract Type: The anticipated contract type is Firm-Fixed Price (FFP). Period of Performance: The work must be completed within 12 months from the date of award. Construction Procurement Assistance and Management Services will be optional services, and the performance period will be established when exercised. It will not exceed 12 months. Scope Summary: OSHA has a requirement for A/E design services and project phasing services for a consolidation/renovation of the exterior suites in its Washington, D.C. space. Tasks include, but are not limited to, existing conditions survey and report, A/E design and planning services, producing design documents (e.g. Architectural, Interior Design, Furniture, Mechanical, Electrical, Plumbing, and Fire & Life Safety), a phasing plan, and construction procurement documentation (e.g. specifications and cost estimate). There are optional construction procurement assistance and administration services. Anticipated Evaluation Factors: 1) Professional qualifications necessary for satisfactory performance of required services; 2) Specialized experience and technical competence in the type of work required, including, and where appropriate, experience working with a dated or historical infrastructure, asbestos mitigation, space planning incorporating access to daylighting, energy conservation, and project planning related to renovation phasing; 3) Capacity to accomplish the work in the required time; and 4) Past Performance The anticipated solicitation with additional details and submission instructions will be issued on or around September 10, 2026. At that time, responsible sources eligible/registered in the District of Columbia may submit a response to the solicitation for consideration.
