This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) Subpart 12.6, as supplemented by Department of War Class Deviation 2026-O0028 (RFO Part 12 / DFARS Part 212). This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. For Informational Purposes Only - Sole Source Requirement. This acquisition is conducted using simplified procedures for commercial services pursuant to RFO 12.102(a) and Class Deviation 2026-O0028. The Government intends to solicit and award a sole-source purchase order to Cepheid on the basis that only one source is reasonably available to provide OEM-certified maintenance for the GeneXpert IV System. A Justification for Single Source has been executed in accordance with agency policy and Class Deviation 2026-O0017, Revision 1. The Defense Health Agency Contracting Activity Healthcare Contracting Division, Southeast (DHACA-HCD-SE), plans to award a firm fixed price sole source contract to Cepheid. This acquisition is being conducted under the authority of Federal Acquisition Regulation RFO 12.102(a) "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements" as Cepheid is the only responsible source that can provide all necessary labor, tools, equipment, parts, and maintenance required to perform preventative maintenance (PM) and corrective maintenance (CM) on Cepheid GeneXpert IV System serial # 836195 in accordance with Original Equipment Manufacturer (OEM) guidelines in support of Joint Base Lindsey Graham, South Carolina. The contractor must provide all necessary labor, tools, equipment, parts, and maintenance required to perform preventative maintenance (PM) and corrective maintenance (CM)as required by this Performance Work Statement (PWS) for Joint Base Lindsey Graham, South Carolina under North American Industry Classification System (NAICS) Code 811210 � Electronic and Precision Equipment Repair and Maintenance. Equipment. The contractor must provide all necessary labor, tools, equipment, parts, and maintenance required to perform preventative maintenance (PM) and corrective maintenance (CM) on Cepheid GeneXpert IV System serial # 836195 in accordance with Original Equipment Manufacturer (OEM) guidelines. This is a full-service contract, and the contractor must have OEM service provider certification to service and maintain the equipment. If the Contractor determines that a covered system cannot be repaired on-site, the Contractor must provide a replacement unit of an equivalent or superior model as a temporary loaner or permanent replacement. The Contractor must be responsible for all costs associated with the delivery, installation, and configuration of the replacement unit. Upon replacement, the Contractor must update all service and contract records with the new serial number, and all terms and conditions of this contract must transfer from the original unit to the replacement unit. Software Updates. The Contractor must install any necessary proprietary software updates and patches that have been released by the OEM. These updates must be performed, at no additional cost, during the annual on-site PM visit to ensure optimal performance and security of the system. Technical Support and Corrective Maintenance Response. (a) Technical Support. The Contractor must provide unlimited technical support via telephone or secure remote access from 0730 to 1630, Monday through Friday. (b) On-Site Response. In the event an issue cannot be resolved remotely, the Contractor must dispatch an OEM-certified Field Service Engineer for on-site corrective maintenance. The technician must arrive on-site within two (2) business days following the initial service request from the Government. Period of Performance: Base Year: 10 January 2027 � 9 January 2028 Option Year 1: 10 January 2028 � 9 January 2029 Option Year 2: 10 January 2029- 9 January 2030 Option Year 3: 10 January 2030 � 9 January 2031 Option Year 4: 10 January 2031- 9 January 2032 Option Period 5: 10 January 2032- 10 July 2032 Place of Performance: The equipment is in the 628th Medical Group (MDG) Laboratory, Floor 1, Room 1005 at 204 West Hill Blvd., Joint Base Lindsey Graham, South Carolina, 29404. DPAS: This acquisition is rated under the Defense Priorities and Allocations System (DPAS) as: N/A System for Award Management (SAM): In accordance with RFO 4.1102, Offerors shall be registered in the SAM database to be eligible for contract award. Award without Discussions: The Government intends to award without discussions but reserves the right to conduct discussions if the Contracting Officer determines them to be necessary. Offerors should submit their best terms in their initial proposal. Payment: Payment for this action will be made by Electronic Funds Transfer (EFT) through the Defense Finance and Accounting Services (DFAS) utilizing Wide Area Workflow (WAWF). See DFARS 252.232-7006, Wide Area Workflow Payment Instructions, for more information. Period for Acceptance of Quotations: The Offeror agrees to hold the prices in its offer firm for 90 calendar days from the date specified for receipt of offers. DPAS: This acquisition is rated under the Defense Priorities and Allocations System (DPAS) as: N/A Contract Financing: The Government is contemplating a Commercial, Firm Fixed Price (FFP) Contract type for this requirement under the RFO Part 12 Simplified Acquisition Procedures (SAP).
