The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, with the expertise, capabilities, and experience to successfully provide Contract and Procurement Support Services. The Healthcare Contracting Division Northeast (HCD-NE) on behalf of Walter Reed National Military Medical Center (WRNMMC) and A.T. Augusta Military Medical Center (ATAMMC) desires to procure services in the form of Contract and Procurement Support Analyst Services. The Contractor shall provide services for Walter Reed National Military Medical Center (WRNMMC) to include 1 Senior Contract Analyst, and 1 Contract Analyst. The Contractor shall provide services for A.T. Augusta Military Medical Center (ATAMMC) to include 2 Junior Contract Analysts. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Administrative Assistant Services Support as defined in this Performance Work Statement (PWS) except for those items specified as government furnished property and services. The contractor shall perform to the standards in this PWS. The Contractor shall provide qualified personnel, necessary to perform the required services. 1 Senior Contract Analyst at WRNMMC Senior Contract Analyst The Contractor personnel must meet or exceed the following qualification criteria. Qualifications: Bachelor�s or Associates Degree . A 4-year course of study leading to a bachelor's degree with a major in any field, that includes or is supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods or organization. At least 10 years specialized experience and must be DAWIA Contracting Level III certified (graduate level education may be substituted for years of experience or DAWIA Contracting Level III certification). Shall be able to read, write, speak and understand English. Be a U.S Citizen. Duties and Responsibilities: Exceptional knowledge of all phases of acquisition management. Shall possess outstanding recent operational and managerial resource experience, and a diverse range of subject matter expertise in one or more relevant areas of the acquisition life cycle or program/project functional area, to include: purchasing/procurement, training for staff, research, business process improvement, financial analysis, federal government project or program management, federal statutes and regulations, acquisition or contracting management. Demonstrated record of professional excellence within multiple organizations in challenging management/team lead roles. In-depth understanding of state-of-the-art techniques and best practices. Proficient knowledge of price and cost analysis to review and assess information derived from Requests for Information (RFI) against previous history, actual and estimated expenditures, and established rates to determine price reasonableness. Knowledge of the methods and techniques of fact-finding, analysis, and resolution of complex problems, and the ability to develop concrete action plans to solve problems. Exceptional knowledge of Federal and DoD contracting principles (Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS), DoD Directives and Instructions, laws, regulations and procedures. Demonstrated ability to provide expert technical advice, staff coordination and consultation to foster formulating guidelines, implementing new developments, and providing expert interpretation 1 Contract Analyst at WRNMMC Contract Analyst (1 FTE) The Contractor personnel must meet or exceed the following qualification criteria. Qualifications: Bachelor�s or Associates Degree . A 4-year course of study leading to a bachelor's degree with a major in any field, that includes or is supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods or organization. Minimum 5 years of direct Federal procurement experience serving as a Federal government and/or contractor employee in the GS-1102 series or equivalent capacity as a contract specialist/administrator or procurement analyst (DoD experience is not required, however preferred). Must be DAWIA Contracting Level II certified (graduate level education may be substituted for years of experience or DAWIA Contracting Level II certification). Shall be able to read, write, speak and understand English. Be a U.S Citizen. Duties and Responsibilities: Extensive knowledge of all phases of acquisition management. Extensive knowledge of federal and DoD contracting principles (Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS), DoD Directives and Instructions, laws, regulations and procedures. Proficient knowledge of price and cost analysis to review and assess information derived from Requests for Information (RFI) against previous history, actual and estimated. expenditures, and established rates to determine price reasonableness. Knowledge of the methods and techniques of fact-finding, analysis, and resolution of complex problems, and the ability to develop concrete action plans to solve problems. Ability to successfully manage routine to moderately complex matters and provide assistance on broad agency efforts in the relevant subject matter area. Ability to participate as a member of a team or work independently, coordinates with others, and provides leadership on a diverse range of individual task elements. 2 Junior Contract Analyst at ATAMMC Junior Contract Analyst (2 FTEs) The Contractor personnel must meet or exceed the following qualification criteria. Qualifications: A 4-year course of study leading to a bachelor's degree with a major in any field, that includes or is supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods or organization. Minimum 2 years of experience serving as a Federal government and/or contractor employee in the GS-1102 series or equivalent capacity as a contract specialist/administrator or procurement analyst. Must be DAWIA Contracting Level I certified (graduate level education may be substituted for years of experience or DAWIA Contracting Level I certification). Knowledge of the federal acquisition process. Knowledge of contracting principles, laws regulation and procedures. Knowledge of methods and techniques of fact-finding, analysis, and resolution of complex problems, and the ability to develop concrete action plans to solve problems. Familiarity with price and cost analysis principles. Shall be able to read, write and speak English. Shall be a U.S. Citizen Duties and Responsibilities Accomplish and deliver compliant pre- and post-award documentation and/or contractual documents in accordance with the Federal Acquisition Regulation (FAR), the Department of Defense Federal Acquisition Regulation Supplement (DFARS), DHA and Department of Defense (DoD) supplements, policy guidance directives and instructions. Shall complete operational or consulting support in one or more areas of the acquisition life cycle or program/project functional area, to include: purchasing/procurement, source selection, training, research, business process improvement, policy development, financial analysis, automated systems development/analysis/ implementation, federal government project or program management, federal statutes and regulations, acquisition or contracting management. Perform most work independently in a non-managerial role, exercising much latitude over steps to carry out tasking, prioritize workload and make recommendations on overall strategies. Provide a monthly report on all information pertaining to acquisition and contracting actions for review and status updates. Provide adequate support through requests made through ATAMMC Contract Support. A monthly report will be provided to the Service Chief of ATAMMC Contract Support and the COR on active and outstanding requirements. Understand aspects of the DHA Procurement Customer. Formulate Performance Work Statements and various documentation for Pre-Award Requirements Packages. Shall meet with Division Directors and other personnel to ensure the suggested requirement is developed correctly for the approval of contracting. Assist Department Directors and Contracting Office in guidelines and procedures towards completing a requirements package for healthcare and non-healthcare requirements at ATAMMC. Generate and update all required documentation and templates utilized in the submission of a requirement to contracting. Conduct training and educational briefings to ensure all personnel seeking contracting support understand procedures and policy. Shall educate and train new/secondary duty Contracting Officer Representatives (COR) outside the Resources Management Department, ATAMMC in completing requirement package documentation and submission of documentation to contracting office. Coordinate training, education and various correspondence with DHA Procurement Support. Assist the PMs/CORs by providing programmatic guidance to internal/external customers and attend various meetings as subject matter experts to support the goals and objectives of the PMs/CORs. Review of Applicable Clauses and Provisions. Assist with tracking of credentials and security requirements of each contract employee. This notice is issued solely for information and planning purposes � it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service.
