Opportunity description

Stored from SAM.gov public data

UPDATE: On August 24, 2026 a Broad Agency Announcement (BAA) amendment was issued, see amended BAA in the attachments section titled "693JJ3-26-BAA-0005_A00001_CDA Prototype". Additionally, the complete Q&A was posted as a PDF titled "Q A - Complete". Note that the due date for proposals was extended. BACKGROUND: USDOT envisions a future transportation ecosystem where CDA complements both human-driven and automated vehicles to improve roadway safety, mobility, and operational efficiency. While standalone vehicle automation has advanced, it continues to struggle with complex edge cases such as occlusion, complex merging, or identifying pedestrians hidden behind buildings at corners, and vehicle sensors alone cannot adequately resolve these issues. Prior USDOT-supported research projects have successfully demonstrated the technical proof-of-concept at technology readiness levels (TRL) of 3-5 for CDA applications in laboratory and closed environments. However, most new vehicles are not equipped with CDA capabilities and Original Equipment Manufacturers (OEMs) remain reluctant to integrate these technologies into production lines due to a lack of consumer awareness and unclear regulatory, policy, and institutional frameworks. This acquisition seeks to build on foundational CDA research by bridging the gap between research concepts and commercial viability. There is a critical need to develop and test pre-production, industry-led prototypes at a TRL of 6-7, to validate that the data shared between vehicles and roadside infrastructure is accurate, secure, and reliable enough to support functional safety. By demonstrating CDA technologies in operational conditions, researchers will gain a better understanding of cooperative systems and if they are more valuable in terms of improving roadway safety, than standalone automation or vehicle-to-everything (V2X) technologies alone. PURPOSE: The purpose of this requirement is to demonstrate industry-led CDA prototypes in controlled and real-world conditions in order to generate data-driven insights that will support the development of a national strategy to deploy CDA across rural, suburban, and urban roadway systems. This effort prioritizes industry-ready CDA technology for use cases with clear safety and/or mobility benefit potential, specifically focusing on: (1) Work Zone Management, (2) Traffic Incident Management, (3) Cooperative Perception, and/or (4) Emergency/Transit Vehicle Awareness. Contractors will first validate the prototype's interoperability, functional safety, and cybersecurity in a relevant, controlled testbed environment. Following successful controlled testing, the effort will progress into a small scale real-world demonstration on public roads with mixed traffic to validate operational readiness and generate data-driven insights.

GOVBIDFIT SCREENING LENS

What deserves attention before you spend bid time

Decision support

These screening signals are generated from the public notice fields stored for this specific opportunity. They are not eligibility findings or predictions; they are prompts for a faster, more disciplined review of the official solicitation.

Active solicitation stage

This record is in a solicitation stage, so submission instructions, evaluation factors, attachments and amendments should be reviewed before a bid/no-bid decision.

Near-term deadline

The stored deadline is within ten days. Build an internal submission deadline and verify whether questions, site visits, registrations or approvals are due earlier.

Eligibility gate recorded

No Set aside used is recorded as the set-aside or restriction. Confirm the bidding entity actually satisfies the applicable program and size requirements before investing proposal time.

Classification signal

NAICS 541715 · PSC AS13 is the recorded classification. Use it as a screening clue, then compare the actual scope and deliverables rather than treating the code alone as proof of fit.

Official description available

GovBidFit has stored substantive notice text for this record, but attachments, clauses, amendments and Q&A can still contain requirements that are not visible in the description alone.

Public buyer contact available

The source data includes 2 public contracting contacts. Use the solicitation's stated communication rules and deadlines before contacting the buyer.

Questions to resolve next

Has SAM.gov posted an amendment or changed the response date, attachments or submission instructions since this GovBidFit snapshot was refreshed? Are there question deadlines, site visits, registrations or internal approvals that occur before the final response date?Does the bidding entity hold the required current status for the recorded set-aside and the solicitation's assigned NAICS size standard? Can the business perform in District of Columbia at a sustainable cost after travel, mobilization, staffing, licensing and subcontractor requirements are considered?

What this opportunity record tells you

SAM.gov identifies this as a solicitation from TRANSPORTATION, DEPARTMENT OF. The record was posted on August 24, 2026 and currently lists September 28, 2026 as the response deadline. GovBidFit keeps source facts separate from its matching guidance so you can see what comes from the federal notice.

The listed product or service classification is NAICS 541715 · PSC AS13. The set-aside field is No Set aside used. These fields help narrow your search, but they do not replace the full solicitation, amendments, attachments, clauses or eligibility language on the official source.

Before deciding to bid

Read the complete official description and scope. Verify the exact response date, time and time zone on SAM.gov. Confirm NAICS/PSC and every set-aside eligibility requirement. Review attachments, amendments, Q&A and submission instructions. Check place of performance, staffing, insurance, bonding and execution requirements.
