Opportunity description

Stored from SAM.gov public data

The Pipeline and Hazardous Materials Safety Administration is seeking information from interested parties and potential vendors and systems integrators to implement a web-based Digital Repository (Virtual Library) Platform integrated with specialized Physical Library Management functionality. The primary purpose of this platform is to serve as a centralized hub providing standardized access to industry consensus standards, regulatory documentation, and reference literature applicable to LNG facility safety. The platform should allow access through IP verification or username/password, support concurrent users, and not require any additional software to be installed on the users computer or server. The solution must seamlessly handle distinct tier-based access controls across geographically dispersed stakeholder groups, support concurrent platform usage, enforce digital rights management (DRM), track visitor engagement, and provide administrative reporting for PHMSA management. FAR Part 10, Market Research is hereby referenced and applies. DISCLAIMER: THIS NOTICE IS FOR MARKET RESEARCH AND PLANNING PURPOSES ONLY. This Request for Information (RFI) / Sources Sought notice is issued solely for information and planning purposes and does not constitute a formal solicitation, Request for Proposal (RFP), or Invitation for Bids (IFB). In accordance with FAR 15.201(e) and FAR 52.215-3, responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responding to this RFI is strictly voluntary. The Government will not pay or reimburse respondents for any information submitted, preparation costs, or administrative expenses incurred in responding to this notice. All information received will be treated as information only. See attached RFI Notification for more requirement details.

GOVBIDFIT SCREENING LENS

What deserves attention before you spend bid time

Decision support

These screening signals are generated from the public notice fields stored for this specific opportunity. They are not eligibility findings or predictions; they are prompts for a faster, more disciplined review of the official solicitation.

Market-research stage

This notice appears to be market research rather than a conventional bid invitation. A capability response, technical feedback or evidence of market interest may matter more than a price proposal at this stage.

Planning window available

Eligibility gate recorded

No Set aside used is recorded as the set-aside or restriction. Confirm the bidding entity actually satisfies the applicable program and size requirements before investing proposal time.

Classification signal

NAICS 541512 · PSC R499 is the recorded classification. Use it as a screening clue, then compare the actual scope and deliverables rather than treating the code alone as proof of fit.
