774 ESS releases this Request for Information (RFI) notice for the upcoming recompete of the DoWIAC Basic Center of Operations (BCO) contract. The BCO contract will be an Indefinite Delivery/Indefinite Quantity (IDIQ) contract that provides centralized Scientific and Technical Information (STI) Core Services encompassing proactive repository curation, data analytics, synthesis, and dissemination in support of DTIC. The scope of the modernized BCO serves as the foundational analytical and technical hub of the DoD Information Analysis Center (IAC) ecosystem. The purpose of this RFI synopsis is to conduct market research to assess industry capabilities, innovative operational constructs, and contract structures to inform the acquisition strategy and refine the PWS for the next-generation BCO contract. The Government requests that all interested businesses review the attached RFI Background and RFI Questionnaire documents and submit responses to further Government acquisition planning activities. Industry may respond to this notice by submitting written responses via email to James Rathjen at james.rathjen@us.af.mil and Halli Whitten at halli.whitten@us.af.mil no later than 1300 CST on 25 September 2026. Submissions must be formatted in Times New Roman, 11-point font with standard 1-inch margins, and must not exceed 10 pages in total length (excluding the cover page). Any responses/information submitted will be used for planning purposes only and shall not be considered as a commitment by the Government for any purpose. Responses are strictly voluntary, and the Government will not reimburse respondents for any costs associated with the submittal of the requested information. Any information submitted in response to this announcement is subject to disclosure under the Freedom of Information Act, 5 USC � 552(a). The Government does not request that any proprietary information be submitted, nor shall the Government be liable for any consequential damages for any proprietary information submitted.
