Description: Enterprise Data Pipeline Modernization and Data Consumption Services Purpose and Disclaimer. The Internal Revenue Service (IRS) is issuing this Sources Sought Synopsis for market research purposes to identify capable sources and obtain industry information that will assist the Government in refining its acquisition strategy for Enterprise Data Pipeline Modernization and Data Consumption Services. The Government seeks information regarding commercial availability, capable sources, small business and socioeconomic capabilities, existing contract vehicles, customary commercial practices, and recommendations that may improve competition, performance outcomes, and acquisition efficiency. A Draft Performance Work Statement (PWS) is attached to this Sources Sought Notice and provides additional information regarding the Government's contemplated requirements. The Draft PWS is provided solely for market research and planning purposes and remains subject to change based on market research results and the Government's evolving requirements. There is no solicitation at this time. This notice is not a Request for Proposal (RFP), Request for Quotation (RFQ), Invitation for Bid, or commitment by the Government to issue a solicitation or make an award. Responses are voluntary and will not be considered proposals. The Government will not reimburse respondents for costs incurred in preparing or submitting a response. Respondents should clearly mark proprietary information and should avoid submitting unnecessary proprietary or sensitive information. NAICS Code: 541512 - Computer Systems Design Services. PSC: DA01 - Business Application/application Development Support Services (labor) Background. The IRS is continuing modernization of its Individual Master File (IMF) Program and related taxpayer account processing and data management capabilities. Key initiatives include Individual Tax Processing Engine (ITPE)/Customer Account Data Engine (CADE) 2, Enterprise Data Platform (EDP), Taxpayer Account Management Services (TAMS), IMF Retirement Acceleration (IMFRA), implementation of legislative requirements, and Filing Season readiness. The contemplated requirement will provide enterprise data pipeline modernization, systems integration, technical engineering, data consumption, cybersecurity, DevSecOps, production support, and knowledge-transfer services to sustain and advance these modernization efforts. General Description of Work. The contemplated requirement includes enterprise data pipeline modernization; data engineering and integration; data product development and business intelligence consumption; metadata, governance, security, and data quality; self-service analytics and natural-language query enablement; AI-assisted legacy modernization support; DevSecOps and automation; testing and production readiness; operations and maintenance; and transition and knowledge-transfer services. See Attachment 1 - Draft Performance Work Statement (PWS) for the complete contemplated scope of work. Market Research Objectives. The Government will use information received to assess market capacity, commercial availability, potential acquisition vehicles, small business participation, teaming and subcontracting approaches, and other acquisition considerations. No decision regarding contract vehicle, competition approach, contract type, or set-aside status has been made. Capability Statement and Market Research Questions. Interested parties shall review the attached Draft PWS and provide a concise, tailored response addressing the following: Organization name, address, website, point of contact, telephone number, email address, Unique Entity Identifier (UEI), business size under NAICS 541512, and applicable socioeconomic status. Whether your organization can perform the full scope of the Draft PWS as a prime contractor. If not, identify the specific functional areas your organization can perform. Describe recent and relevant experience performing enterprise data pipeline modernization, data engineering, systems integration, data consumption, DevSecOps, cybersecurity, production support, and related services of comparable scope, scale, and complexity. Identify the customer, approximate value, period of performance, and relevance to this requirement. Describe the organizational, staffing, technical, and management capabilities necessary to perform the requirement, including the ability to recruit, retain, and manage personnel and mitigate performance and schedule risk. If significant subcontracting or teaming is anticipated, describe the contemplated administrative and management structure and the capabilities expected from team members. Are the services described in the Draft PWS available in the commercial marketplace? Identify relevant customary commercial practices, terms, service models, or other market practices the Government should consider. Identify any Draft PWS requirements that may unnecessarily restrict competition or create significant cost, schedule, technical, or performance risk, and recommend alternatives where appropriate. Identify any existing Government contract vehicles available to your organization that could support this requirement, including GSA contract numbers, NASA SEWP contract numbers, or other applicable Governmentwide Acquisition Contract (GWAC) vehicles. Identify your recommended contract type, acquisition approach, or other acquisition strategy considerations and briefly explain why the recommendation would improve competition, innovation, performance outcomes, or acquisition efficiency. Contemplated Dollar Value and Period of Performance. The anticipated total value is between $15 million and $20 million for a one-year base period plus two (2) 12-month option periods. This estimate is provided solely for market research purposes and is subject to change. Contemplated Place of Performance. The primary place of performance is anticipated to be the Contractor's facility. Performance may also be required, as directed by the Government, at IRS locations including Lanham, Maryland; Memphis, Tennessee; Austin, Texas; Dallas, Texas; and Ogden, Utah. Other IRS locations may be added based on future requirements. Submission Instructions. Interested parties that consider themselves qualified to perform the contemplated services are invited to submit a response to this Sources Sought Notice no later than Friday, September 25, 2026, at 2:00 PM Eastern Time. Telephone inquiries will not be accepted or acknowledged, and the Government does not intend to provide individual evaluations or feedback regarding capability submissions. Questions.
