The Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), Office of Acquisition Management (OAQ), on behalf of the ERO Overwatch and National Security Enforcement (ERO ONE), is conducting market research to for Intelligence Research Specialist (IRS) Professional Support Services. ICE anticipates a requirement for approximately 142 Intelligence Research Specialists and two Project Managers supporting ERO headquarters and designated field locations throughout the United States. The Government anticipates that personnel assigned to this requirement will require the qualifications, experience, and security eligibility necessary to perform complex intelligence research and analytical support. The contemplated services include intelligence research, all-source analysis, intelligence collection support, intelligence product development, trend and threat analysis, network and relationship analysis, intelligence-gap analysis, field intelligence support, analytical support to operational planning, briefing and presentation support, and related intelligence program and coordination activities. A draft Statement of Work (SOW) is attached for industry review and comment. The Government is considering a Firm-Fixed-Price (FFP) contract structure and is seeking industry feedback to determine whether the contemplated scope, staffing model, transition requirements, performance standards, and pricing structure are reasonable and supportable. This RFI is being issued sole for market research and acquisition-planning purposes. It is not a solicitation or request for proposal and does not constitute a commitment by the Government to issue a solicitation or award a contract.
