Opportunity description
The Naval Air Systems Command (NAVAIR), 47123 Buse Road, Patuxent River, MD 20670, intends to award a Firm Fixed Price (FFP) contract to The Boeing Company, St. Louis, MO, on a sole source basis. This contract will provide a tailored Technical Data Package (TDP) for the FPU-13/A Fuel Tank Assembly (FTA) to support repair and sustainment activities, as well as the hosting and support of TDP Guidance Conferences and incremental In-Process Reviews (IPRs). As the prime contractor responsible for the overall system development, architecture, and integration of the Infrared Search and Track (IRST) system onto the F/A-18 aircraft, The Boeing Company uniquely possesses the comprehensive knowledge, experience, and technical data required to successfully develop and deliver the FPU-13/A FTA TDP. Consequently, an award to any other source would result in unacceptable delays in meeting the Navys operational requirements and a substantial duplication of cost to the Government that is not expected to be recovered through competition. The authority permitting other than full and open competition is Title 10, U.S. Code 3204(a)(1), as implemented by the Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) 6.103-1, "Only One Responsible Source" and no other supplies or services will satisfy agency requirements. This synopsis is for informational purposes only and is not a request for competitive proposals. Interested parties may identify their interest and capability by responding to this synopsis. The Government will consider all capability information received prior to the closing date. There is no commitment by the Government to issue any solicitation, make an award, or be responsible for any monies expended by any interested party before award of a contract for the efforts detailed above. Information provided herein in no way binds the Government to solicit for or award a contract. In addition to this pre-solicitation notice, the Government has also issued a sources sought notice to determine if any other sources have the potential to fulfill this requirement. Any responses to the sources sought will be reviewed and may impact the Government's acquisition decisions as they relate to this requirement. If you have any questions regarding this synopsis, please contact Gabrielle Blew at gabrielle.j.blew.civ@us.navy.mil or Jessica Myers at jessica.v.myers.civ@us.navy.mil. GOVBIDFIT SCREENING LENS
What deserves attention before you spend bid time
These screening signals are generated from the public notice fields stored for this specific opportunity. They are not eligibility findings or predictions; they are prompts for a faster, more disciplined review of the official solicitation.
This is a pre-solicitation signal. Use it to prepare, verify likely eligibility and watch for the formal solicitation or amendments before committing proposal effort.
The stored response date leaves more than ten days, but amendments and pre-response milestones can shorten the usable preparation window.
No Set aside used is recorded as the set-aside or restriction. Confirm the bidding entity actually satisfies the applicable program and size requirements before investing proposal time.
NAICS 336413 · PSC 7650 is the recorded classification. Use it as a screening clue, then compare the actual scope and deliverables rather than treating the code alone as proof of fit.
GovBidFit has stored substantive notice text for this record, but attachments, clauses, amendments and Q&A can still contain requirements that are not visible in the description alone.
The source data includes 2 public contracting contacts. Use the solicitation's stated communication rules and deadlines before contacting the buyer.
