Federal Correctional Complex at Terre Haute, Indiana: FCC TERRE HAUTE BUS CENTER ROOFING MATERIALS The Federal Correctional Complex (FCC) Terre Haute, Indiana, herein issues combined synopsis / solicitation 15B41826Q00000006 for the requirements of: FCC TERRE HAUTE BUS CENTER ROOFING MATERIALS. This requirement is for commercial MATERIALS ONLY. Please refer to the Statement of Work for details. NOTE: Installation is NOT REQUIRED. Deliveries will be made to the FCI Terre Haute, 4200 Bureau Road North, Terre Haute, Indiana. This solicitation is restricted for 100% Small Business set-aside utilizing the North American Industrial Classification System (NAICS) code 423330 (Roofing, Siding, and Insulation Material Merchant Wholesalers) with a corresponding small business size standard of 225 employees. The contract type is firm-fixed price for commercial products. The Government will award the responsible offeror whose bid conforms to the solicitation and is most advantageous to the Government. The Government will award the responsible quoter whose quote, conforming to the solicitation, is most advantageous to the Government based on best value. Best value will be determined by evaluating each quotation for one or more of the following: price, past performance, quality, technical specifications and lead time. Quality comparison with other offers, administrative/shipping cost and past performance that does not pose a risk to the government being the most important factors. Please input pricing that includes freight cost to our facility in your quotes. The government reserves the right to make a single award. Interested parties can submit their quote on the attached form 15B41826Q00000006 of this notice, which details the materials required. The quote will be evaluated per FAR 13.106-2 and the government may then issue a purchase order (contract) that must be signed by both parties to complete contractual agreement. The Federal Acquisition Regulation (FAR) 4.1102 requires all contractors seeking or currently doing business with the government to be registered with the System for Award Management (SAM) prior to award. Information can be obtained at https://www.sam.gov/. This solicitation and all subsequent information about this acquisition, including solicitation amendments, will also be distributed through sam.gov. Interested parties are responsible for monitoring sam.gov to ensure they have the most up-to-date information about this solicitation. Correspondence regarding this solicitation should be in writing via email (no phone calls please). The required number of performance days to complete the project is 15 calendar days. The Procurement Technical Assistance Program was authorized by Congress in 1985 to expand the number of businesses capable of participating in the Government marketplace. Each offer is required per 52.212-3 to complete their representations and certifications via the On-line Representations and Certifications Applications (ORCA) at http://orca.bpn.gov. Faith-Based and Community Based Organizations (AUG) is included. Please quote only on those specified items, and ALL ITEMS MUST MEET REQUIRED SPECIFICATIONS AS PROVIDED. Do not change the item description or the unit of issue. ANY CHANGES TO THE SOLICITATION CAN RESULT IN THE GOVERNMENT REJECTING PART OR ALL OF THE QUOTE(S) SUBMITTED. "THIS SOLICITATION IS FOR ALL OR NONE". Completed offers must be emailed to rmoothery@bop.gov. You must fill out the following sections of the attached Request for Quote sections 17a., 30a., 30b., 30c., and Section 1 of the commodity and services schedule; which includes the unit price and total amount. The deadline for interested parties to submit their quotes is Thursday, October 8, 2026, at 11:00AM EST. Quotes received after the deadline of Thursday, October 8, 2026 at 11:00 AM EST will be handled in accordance with FAR Part 52.212-1 (f) and will not be considered. Mailed quotes will not be accepted. Quotes must include the Unique Entity ID (UEI) number along with an estimated time of delivery. Payments will be made using Electronic Funds Transfer (EFT) or via Government Purchase Card for awards of $15,000.00 or less.
