This acquisition will be conducted using the Lowest Price Technically Acceptable method. Technical acceptability will be evaluated on an Acceptable/Unacceptable basis. The Government will not make tradeoffs between price and non-price factors. To be eligible for award, a quotation must be technically acceptable. Among technically acceptable quotations, award will be made to the quoter with the lowest total evaluated price. Acquisition Type: Open Market Total Small Business Set-Aside. NAICS Code: 238210, Electrical Contractors and Other Wiring Installation Contractors. Size Standard: $19.0 million. Product Service Code: N059, Installation of Equipment, Electrical and Electronic Equipment Components. Contract Type: Firm-Fixed-Price. Question Deadline: Questions regarding this RFQ are due no later than September 17, 2026, at 9:30 a.m. Central Time. Questions shall be submitted by email to the Contracting Officer, Destiny Dyson, at Destiny.Dyson@fema.dhs.gov. Phone calls will not be accepted. Questions submitted after the deadline may not be answered. Oral questions or responses are not binding. Only written responses issued by the Contracting Officer are binding on the Government. Correspondence Identifier: Quoters shall use the following identifier on all correspondence: Open Market RFQ 70FBR626Q00000043 - FEMA Region VI Planar Video Wall Install. Quotation Deadline: Quotations are due no later than September 22, 2026, at 11:00 a.m. Central Time. Quotations shall be submitted by email to the Contracting Officer, Destiny Dyson, at Destiny.Dyson@fema.dhs.gov. Quotations submitted by any other method may not be considered unless expressly authorized by the Contracting Officer. Quoters are responsible for ensuring that quotations are received by the Contracting Officer by the due date and time. Quotation Validity: Quotations shall remain valid for 30 calendar days from the quotation due date. Period of Performance: The period of performance shall not exceed 120 calendar days from the date of award, unless otherwise authorized in writing by the Contracting Officer. Place of Performance: FEMA Facility, 800 North Loop 288, Denton, TX 76209, RRCC Watch Room. Award Basis: Lowest Price Technically Acceptable. Evaluation: Technical quotations will be evaluated on an Acceptable/Unacceptable basis. Price will be evaluated for reasonableness in accordance with FAR Part 13 and other applicable open market procurement procedures. The Government may issue a purchase order without exchanges but reserves the right to conduct exchanges if determined necessary by the Contracting Officer. This requirement is subject to the Service Contract Labor Standards. Wage Determination No. 2015-5227, Revision No. 30, dated August 22, 2026, for the State of Texas, including Denton County, is incorporated into this solicitation/order.
