Naval Air Station Meridian is located in east-central Mississippi, near Meridian, Mississippi in Lauderdale and Kemper counties. Approximately 20 miles northeast of the city of Meridian between State Highways 39 and 45. NAS Meridian hosts Training Air Wing One (TRAWING-1). The installation serves as a premier jet flight-training base, supporting Training Squadron 7 (VT-7) and Training Squadron 9 (VT-9). The air station trains hundreds of Navy and Marine Corps student aviators utilizing the T-45C Goshawk jet trainer. There are outlying fields used for student training. All maintenance and repair shall be performed by personnel trained and certified by the OEM. Personnel inspecting, witnessing tests, preparing reports, and issuing certificates for boilers and UPVs must be qualified per UFC 3-430-07. Personnel inspecting, certifying, and making recommendations for corrective action for backflow preventers shall be certified per UG-2029-ENV. Personnel working on fire protection systems must be certified per UFC 3-601-02 and shall be licensed in the state of Mississippi, as applicable. Fire Protection services shall be managed by a qualified individual who is NICET level III certified in fire alarm or NICET level III certified in special hazards systems. Personnel working on fire protection systems shall be certified in accordance with the requirements below: Fire Alarm Systems: ? Fire Alarm: NICET Level II certification in Fire Alarm Systems. ? Detection and releasing systems for Special Hazard Systems such as those found in aircraft hangars and computer server rooms: NICET Level II certification in Special Hazard Systems Water Based Suppression Systems: ? Wet Pipe and Dry Pipe Sprinklers: NICET Level II certification in Inspection and Testing of Water Based Systems. ? Pre-Action, Deluge, Foam and Antifreeze Systems: NICET Level III certification in Inspection and Testing of Water Based Systems. Special Hazard Systems: ? Clean Agent, CO2 and Combination Detection/Releasing Systems: NICET Level II certification in Special Hazard Systems. Pre-Engineered Kitchen Fire Extinguishing Systems: ? NICET Level II certification in Special Hazards Suppression Systems or certified by ICC/NAFED in Pre-Engineered Kitchen Fire Extinguishing Systems. The service technician shall have the applicable manufacturer�s design, installation, and maintenance manual and service bulletins. Less qualified personnel may assist NICET Levels II and III certified personnel in the execution of inspection, testing, maintenance and repair task. At no time shall less qualified personnel be allowed to execute inspection, testing, maintenance and repair task without a qualified NICET Level II or III. The Contractor shall also perform maintenance on NAS Meridian Water Plant SCADA system to ensure proper operation, to minimize breakdowns, and to maximize useful life.The Contractor shall conduct annual testing, calibration and adjustment of the system form the control point to the terminations at the monitoring devices, individual well houses, chemical mixers or injectors, valves and motor controllers. The performance of this contract requires maintenance, monitoring, programming, and integration services on specific proprietary control systems, Life Safety systems, and Industrial Control Systems (ICS). These include, but are not limited to, Johnson Controls, Simplex, Monaco, and Honeywell systems, as well as SCADA (Supervisory Control and Data Acquisition) water control systems. Interested sources must demonstrate existing technical competency, direct access to necessary proprietary software/firmware/tools, and current Original Equipment Manufacturer (OEM) authorization, certifications, or formal partnership agreements required to service, modify, and maintain these proprietary systems without voiding warranties or compromising system integrity. Respondents should be prepared to provide: (1) Proof of active OEM authorization/certification or licensed integrator status for the listed proprietary systems; (2) Evidence of personnel holding relevant manufacturer credentials/certifications (e.g., NICET II+ for fire alarm systems, certified ICS/PLC programmers for plant control); and (3) A brief summary of past performance involving identical or similar proprietary systems within an operational environment.
