Statement of Requirement The U.S. Department of Agriculture (USDA), Agricultural Research Service (ARS), Pacific Basin Agricultural Research Center (PBARC), Hilo, Hawaii, requires contractor services to safely remove, characterize (if necessary), transport, and dispose of three (3) compressed gas cylinders with unknown contents (see Figure 1). The cylinders are legacy materials located in a USDA storage building and are no longer required for research operations. Note: The removable steel cylinder caps have become corroded and stuck, making them difficult to remove. Since shipping regulations require tank valves to be accessible, specialized hydraulic equipment may be needed to detach the caps and replace the valves safely. Because the identity and condition of the gases cannot be confirmed by the Government, the contractor shall provide all technical expertise necessary to safely identify (when required), package, transport, and dispose of the cylinders in accordance with applicable federal, state, and local regulations.
