This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in RFO Part 12, as supplemented with additional information included in this notice. The 87th Communications Squadron (CS) Joint Base McGuire-Dix-Lakehurst, New Jersey is procuring a new requirement to engineer, Design, Furnish, Install, and Test (EDFI&T) a turnkey Giant Voice (GV) System at Joint-Base McGuire-Dix-Lakehurst, New Jersey (JB-MDL NJ). The current GV system consists of forty-two (42) outdoor GV poles (i.e., towers) that span over three joint base areas: McGuire, Dix, Ranges, and Lakehurst. This project will require installation of Giant Voice equipment for interoperability and compatibility with the AtHoc alert system and achieve uniformity for the whole JB-MDL GV system. The new GV system shall provide emergency messages, intelligible voice, tones, and pre-recorded alert notifications for the specified critical locations on JB-MDL NJ. It shall be able to communicate over the existing Radio Frequency (RF) communications infrastructure. The new stand-alone GV system shall provide sufficient intelligible voice coverage with real-time emergency alerting messages and accurate system health activities. The site visit will be held on location at Joint Base McGuire-Dix-Lakehurst on 9 September 2026 at 1000. Please contact Contract Administrator, Noah Whiting, at Noah.whiting.1@us.af.mil to be added to our EAL by the deadline of 1400 on 02 September 2026. Please note that all individuals on EAL and planning to enter JB MDL will undergo a background check. Admittance to Government Facilities will depend on the outcome of the same.*** ***Solicitation Update 9/8/2026 @1405 - Past Performance Questionnaires (PPQs) were previously due by 9/9/2026 @1000. This deadline has been extended, under Amendment 0001, to 20 September 2026 at 1000. New PPQ document has been uploaded into this posting with the new deadline.
