Opportunity description

Stored from SAM.gov public data

THE INTENT OF THIS SOURCES SOUGHT IS TO IDENTIFY QUALIFIED SMALL BUSINESSES, including 8(a), HUBZone, woman-owned, and service-disabled veteran-owned small businesses, for the requirement described below. The intent of this Sources Sought is to identify capable small businesses that can perform with limitations on subcontracting. The scope of work requires the transportation and disposal of Resource Conservation and Recovery Act (RCRA) Hazardous wastes, non-RCRA wastes, Batteries, Corrosive waste, Compressed Gas Cylinders, Flammable waste, Demil-required waste, State-Regulated waste, Non-Hazardous Waste, Polychlorinated Biphenyls (PCBs), AFFF and other Per- and Polyfluoroalkyl Substances (PFAS)-related waste, Mandatory Recycling waste, Reactive waste, and Toxic waste in and around Hill AFB, Utah. In addition, special services will be required such as sampling and analysis, industrial cleaning services, lab packs/loose packs, rolloff box rentals, vacuum box rentals, FRAC Tank rentals, and expedited removals and performance. All services necessary for the collection, storage, processing, removal, transportation, final treatment, and disposal of waste must be in accordance with all local, state, Department of Defense, and Federal laws and regulations. In a set aside, FAR 52.219-14 Limitations on Subcontracting (FEB 2023) (DEVIATION 2021-O0008) states the small business Offeror/Contractor agrees to not pay more than 50% of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities. Note: The FAR references in the clause above are not aligned with the Revolutionary FAR Overhaul (see DEVIATION 2026-O0038); therefore, the following is provided for clarification purposes: references to 19.8 is now 19.105, 9.13 is now 19.106, 19.14 is now 19.107, 19.15 is now 19.108, 8.405-5 is now 8.4, and 16.505(b)(2)(i)(F) is now 16.5. In accordance with 13 CFR 125.6(h), contractors may be subject to a minimum $500,000 fine if awarded a contract with this clause and does not meet the requirement. DLA has identified the majority of RCRA TSDFs (Treatment, Storage, Disposal Facilities) in the industry as large businesses. All TSDFs used during the performance of this contract must be approved and listed on the Qualified Facilities List located at the following website: https://www.dla.mil/DispositionServices/Offers/Disposal/HazardousWaste/HazWasteDisposal/. Given there is a lack of small business ownership of TSDFs and that disposal costs make up a large portion of the contract dollar value, there is a reasonable probability that a small business would pay more than 50% of the cost of the contract to large businesses. *The Government intends to solicit proposals on SAM.gov and award a commercial Firm-Fixed Priced, Indefinite Delivery Indefinite Quantity (IDIQ) Services Contract. The contract is anticipated to have one 30-month base period, followed by one 30-month option period. There is no solicitation available at this time. However, attached is a DRAFT Price Schedule and DRAFT Performance Work Statement (PWS) that entities responding to this Sources Sought should use to help determine if they would be able to meet the Limitations on Subcontracting requirements. IF YOUR ENTITY IS CAPABLE OF PERFORMING THE REQUESTED SERVICES, WITHOUT THE LIMITATIONS ON SUBCONTRACTING, THE CAPABILITIES PACKAGE DETAILED BELOW IS NOT REQUIRED. In accordance with FAR 6.101(a) (DEVIATION 2026-O0017 Revision 2), with certain limited exceptions, contracting officers must obtain full and open competition by using competitive procedures to solicit offers and award Government contracts. If your entity would like to respond to this Sources Sought, but is unable to meet the limitations on subcontracting, please email lacie.kaiser@dla.mil with SOURCES SOUGHT HAZ] HILL in the subject line, stating your entitys Notification of Interest (a capabilities package is not required). SUBMISSION REQUIREMENTS: Interested entities must demonstrate their ability to perform the requested services, described above, by submitting a brief capabilities package (no more than three pages in length, single-spaced, 12-point font minimum). This documentation must identify, at a minimum: (1) Company name, office location(s), Unique Entity Identifier (UEI), CAGE Code, and a statement identifying small business category(ies) and current status of the small business classification; (2) Relevant experience within the last five years, including any contract number(s), names of individuals responsible for the referenced contracts/projects, and current telephone numbers for those individuals; if you were a subcontractor, identify the work you actually performed as the sub-contractor; and (3) If a small business, a statement identifying your entitys ability to perform in accordance with FAR 52.219-14 Limitations on Subcontracting (FEB 2023) (DEVIATION 2021-O0008), as well as an explanation of how you would be able to comply with this requirement considering the disposal requirements within the draft price schedule that is anticipated to be included in the contract. (4) A listing of TSDFs your entity would use during the performance of this contract, identifying each TSDF as similarly situated or not as your entity. The submittal package must be emailed to lacie.kaiser@dla.mil with SOURCES SOUGHT HAZ WASTE HILL in the subject line. The submittal package must be received no later than 4:30pm Eastern Time, November 12, 2026. Any submission after the specified time and date will not be considered unless it is received before the review of other submissions has started and the Contracting Officer determines that accepting the late submission would not unduly delay the acquisition. Upon review of industry response to this Sources Sought, the Government will determine whether a set-aside acquisition is in the Government's best interest. If an unrestricted solicitation is issued, then the FAR 52.219-14 Limitations on Subcontracting (FEB 2023) (DEVIATION 2021-O0008) would not apply. All responsible entities, including small businesses, are eligible to submit a proposal in response to an unrestricted solicitation. A response to this Sources Sought will not be considered an adequate response to any forthcoming solicitation announcement. The Government WILL NOT provide a debriefing on the results of the survey. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought notice or any follow-up information requests. All information submitted will be held in a confidential manner and will only be used for the purpose intended.

GOVBIDFIT SCREENING LENS

What deserves attention before you spend bid time

Decision support

These screening signals are generated from the public notice fields stored for this specific opportunity. They are not eligibility findings or predictions; they are prompts for a faster, more disciplined review of the official solicitation.

Market-research stage

This notice appears to be market research rather than a conventional bid invitation. A capability response, technical feedback or evidence of market interest may matter more than a price proposal at this stage.

Near-term deadline

The stored deadline is within ten days. Build an internal submission deadline and verify whether questions, site visits, registrations or approvals are due earlier.

No socioeconomic restriction recorded

The current feed does not show a program-specific set-aside restriction. That does not remove other eligibility, responsibility, registration or solicitation-specific requirements.

Classification signal

NAICS 562211 · PSC S222 is the recorded classification. Use it as a screening clue, then compare the actual scope and deliverables rather than treating the code alone as proof of fit.

Clause-heavy source text

This notice contains extensive contracting clauses. Review the official statement of work, line items, specifications and attachments separately; a long clause list does not establish the actual scope.

Official description stored

GovBidFit stores the source notice text, but its length does not prove the requirements are complete. Review official attachments, clauses, amendments and Q&A before relying on the description.

Public buyer contact available

The source data includes 2 public contracting contacts. Use the solicitation's stated communication rules and deadlines before contacting the buyer.
