NOTICE OF ADMINISTRATIVE CLARIFICATION *** ADMINISTRATIVE NOTICE: NOT AN AMENDMENT *** Solicitation #: 75R60226R00026-A1 Title: Evidence Reviews of Newborn Screening Genetic Conditions The Health Resources and Services Administration (HRSA) Maternal and Child Health Bureau (MCHB) is issuing this administrative clarification to all prospective offerors regarding Volume II: Past Performance Proposal Instructions. The Government wishes to remind all potential bidders of the flexible mechanisms built into Volume II: Alternative Reference Types: Per Page 5 of Attachment 2, offerors (specifically small businesses) who have not held relevant Federal prime contracts are explicitly permitted to submit past performance references from state/local governments, private sector clients, or Federal projects utilizing subcontractors. The Neutral Rating Safety Net: Per Pages 8 and 9 of Attachment 2, offerors without a record of relevant past performance, or for whom information is not available, shall receive an "Unknown Confidence (Neutral)" rating. The Government will neither penalize nor reward the offeror for this rating, and the proposal will be evaluated strictly on Technical Merit and Price. A lack of traditional federal prime contractor references does not render a proposal non-responsive, incomplete, or ineligible for award. The final proposal submission deadline remains unchanged: Tuesday, September 22, 2026, at 5:00 PM EDT. This amendment addresses industry pre-proposal inquiries, issues the official Government Q&A log, updates Technical Volume layout exemptions, and distributes an updated pricing template vehicle. Offerors are strictly cautioned that initial proposals must adhere to the revised Core Task framework and utilize the re-baselined spreadsheet template to be eligible for the Best Value Trade-off evaluation pool. Proposals utilizing the original version 1 spreadsheet template will be rendered non-responsive and excluded from evaluation. 1. Core Revisions and Material Document Changes Eradication of Standalone Task 8: The master procurement vehicle contains seven (7) evaluated Core Tasks. The post-award "Artificial Intelligence Compliance and Risk Management Plan" requirement�previously designated as an isolated Task 8�has been completely removed as an independent task area. The AI Compliance requirements are officially absorbed as an administrative sub-component under Task 2 (Program Management) across all attachments. Standalone "Task 8" terminology has been entirely removed from the modified statements of work and deliverable schedules. Expanded Volume I Technical Page Count Exemptions: To ensure the Government receives the level of resource granularity necessary to execute a rigorous price realism evaluation under Subfactor (c), the administrative Compliance Matrix and the comprehensive Staff Loading Chart are now classified as page-exempt Appendices. These components may be appended to Volume I and will not count against the strict 25-page narrative ceiling. Electronic Document Layout Flexibility: Offerors are explicitly authorized and encouraged to configure digital page sizes for the Staff Loading Chart or complex timeline graphics to an 11 x 17-inch landscape "Tabloid" format within their PDF submissions to maximize legibility. Primary Principal Investigator (PI) Mandate: Bidders may name multiple co-PIs or workstream leads across the varied newborn screening scientific tasks to ensure adequate specialized coverage. However, the proposal must clearly designate one single Primary Principal Investigator whose resume will serve as the baseline for compliance scoring under Subfactor (b). GSA MAS Prerequisite Deletion: Section 6.1 of the solicitation package has been amended to delete the text indicating that an active GSA Multiple Award Schedule (MAS) contract is an ordering prerequisite. This is a standalone, full and open competitive procurement vehicle. 2. Volume III Price Template Re-Baseline (Attachment 2a) Offerors are strictly required to download and utilize the updated Attachment 2a spreadsheet template uploaded with this notice. Key corrections implemented include: Travel NTE Plug Correction: Hardcoded formulas on the Summary Tab have been adjusted to lock Option Periods 2 through 4 to "NA," lowering the evaluated travel footprint from $175,000.00 down to $70,000.00 to match the exact 2-year active duration of Task Order 1. LCAT Rate Cell Activation: Structural data-entry fields have been enabled for the Senior Medical Officer / Clinician LCAT role, and Tab 4 mapping cells have been unlinked from the Epidemiologist tracking structures. Task 6 Unit Uniformity: The Unit Type designation for the Simultaneous Systematic Review capacity line item has been re-baselined from "Each" to "LOT" to reinforce that this deliverable operates on a firm-fixed capacity lot model. 3. Critical Administrative Milestones Past Performance Questionnaires (PPQs): Offerors must instruct their client references that completed PPQs must be sent directly to the Government via email no later than Friday, September 18, 2026, by 5:00 PM EDT. Final Electronic Submission: The electronic proposal closing date remains unchanged and is strictly due no later than Tuesday, September 22, 2026, by 5:00 PM EDT. All submissions must be split across sequential emails if they exceed the 25 MB HRSA server constraints. 4. Acknowledgment Requirements Offerors must acknowledge receipt of Amendment 0001 by signing and returning the completed SF-30 form within Volume III (Price and Administrative Proposal) of their final electronic submission packet. All other terms, clauses, and conditions of the initial Request for Proposal announcement remain entirely unchanged and in full legal force. The primary objective is to secure highly specialized scientific methodologies, systematic clinical evidence reviews, and core programmatic support for the Newborn Screening Recommended Uniform Screening Panel (RUSP). The master IDIQ ordering period is five (5) years (a 12-month Base Period plus four sequential 12-month Option Periods) with an aggregate collective ceiling value of $15,111,361.00. 2. Acquisition Framework & RFO Protocols This commercial services procurement is being conducted under the dual frameworks of FAR Part 12 (Commercial Products and Services) and the streamlined negotiated procedures of FAR Part 15 under the Revolutionary FAR Overhaul (RFO) framework. 3. Concurrent Track 1 Award Stream Concurrently with the establishment of the Master IDIQ pool, the Government will award Task Order 1 (�Support for Evidence Reviews and Newborn Screening Processes and Reports�) as a strict Firm-Fixed-Price (FFP) order. Award Without Negotiations: In accordance with RFO protocols, the Government intends to evaluate proposals and award the Master IDIQ contracts and the concurrent Task Order 1 based strictly on initial proposals received, without formal negotiations. Offerors are strongly cautioned to submit their most competitive technical approaches and binding ceiling pricing in their initial volumes. Future Agility: The restriction against negotiations applies solely to the initial master pool setup and Task Order 1. For all subsequent task order competitions, the Contracting Officer fully reserves discretionary authority to conduct streamlined negotiations, request spot-discounts, or issue clarifications. 4. Proposal Structure and Submission Instructions All qualified commercial, academic, non-profit, or public entities may submit a proposal. Submissions must consist of three separate volumes: Volume I � Technical Proposal: Strictly limited to 25 pages (resumes and letters of commitment may be appended dynamically and are excluded from the limit). Volume II � Past Performance: Submission of three (3) prime or major subcontractor references. Volume III � Price Proposal: Utilizing the mandatory Government-provided Excel template to establish binding ceiling rates. 5.
