As an outside vendor there is no way to effectively build this into your maintenance plan to guarantee effective cost for both the vendor and for Edward Hines VA. We request this section is altered to allow for these costs to be sectioned out for repairs and for one annual service to replace filters and oil.� See Attachment B. How many Generators have Diesel Engines?� All of them Are there any Generators with difficulty accessing (Roof, Parking Garage, Basement)? If so, which units are they? This is just a funding item for me to populate an unscheduled maintenance clin for me to address items the break. Where should emergency travel and labor be priced? All previous contracts has local labor. Never had this issue. Build it in your quote. Will VA furnish diesel consumed during inspections? VA furnishes Fuel for the generators Period. Can you provide any previous maintenance reports, emergency calls, major repairs, etc.? After Award. Consumables Attachment Section 2.1 states Replace PM Consumables as required and references Attachment 1, while the solicitation package includes Generator Consumables Attachment B. Please confirm that Attachment B is the document intended by the reference to Attachment 1, and that the consumables identified in Attachment B are to be furnished and replaced by the contractor as required during preventive maintenance and included within the applicable PM CLIN pricing. Consumables are outlined in Attachment B. Work Hours / Load Bank Testing Section 4.3 identifies the monthly PM for the two 600 kW generators and one 500 kW generator as occurring on the second Tuesday of each month from 4:00 AM to 7:00 AM, while the 1250 kW and 750 kW generators may be serviced during normal business hours. Please confirm whether the annual load-bank testing, ATS maintenance, sampling, and other annual maintenance activities may also be performed during normal business hours unless otherwise coordinated with the COR. The 600 s, and 500 are backing up a critical production line that is old and has issues during power transfers. We require them and their associated equipment to be cycled or maintained prior to that department s workday start, so they can start the production line on time with no delay. This department is the Consolidated Mail Order Pharmacy (CMOP). All the generator maintenance is to be performed on the second Tuesday of each month, we need the CMOP Generators started and done first. Transformer Annual Inspection and IR Scan The scope includes quarterly energized transformer inspections as well as an annual inspection that includes additional maintenance activities and an IR scan. The pricing schedule only provides a quarterly transformer CLIN with a quantity of four. Please confirm whether the annual transformer inspection and IR scan are to be included within the pricing for the four quarterly inspections, with one quarterly service incorporating the annual work, or if the annual service is to be priced separately. Please confirm the intended operating condition for the annual IR scan, as it appears under the annual de-energized inspection section. Annual Transformer and ATS IR Scanning Procedure The annual infrared (IR) scan of transformer lugs and automatic transfer switches (ATSs) is to be completed while the equipment is energized, prior to any deenergizing procedures. This approach allows for the identification of potential faults under operating conditions, ensuring that any issues are detected before maintenance begins. Once the IR scan is performed, any necessary repairs should be made during the scheduled deenergized maintenance period. This ensures that faults identified during the scan can be addressed safely while the equipment is not under load. The IR scan should occur once each year and, whenever possible, should be scheduled close to the time of the annual deenergized maintenance. This coordination facilitates efficient fault resolution and minimizes downtime. In the event of an emergent issue identified during the scan, immediate corrective action will be taken to address the problem as soon as possible, regardless of the scheduled maintenance cycle.
