The Indian Health Service (IHS), Division of Acquisition Policy (DAP) invites all qualified parties to submit a response to the Request for Quote (RFQ) entitled, �Mental Health First Aid Instructor Certification Services� for the purpose of entering into one Firm-Fixed Price Purchase Order. This requirement is for the IHS Headquarters Office of Clinical and Preventive Service. The Contracting Office is the Division of Acquisition Policy (DAP). The Scope of this requirement is Agency-wide. See attached Statement of Work for specific details. Please see the attached Solicitation Pricing Table guidance and Evaluation Factors Down Select document for more information. Proposed Period of Performance: BASE Period: October 1, 2026 � September 30, 2027. Option Period I: October 1, 2027 � September 30, 2028. Option Period II: October 1, 2028 � September 30, 2029. If you are interested in this acquisition, you may participate by submitting your response in accordance with the following instructions: 1. Offeror must be registered in the System for Award Management. Please ensure that your SAM registration is up to date and remains in a non-expired status. 2. Pursuant to FAR 52.212-2, Evaluation � Commercial Items, evaluation of your quotation will be based on technical capability, past performance, and price. An award will be made only in the event that the Offeror's quote is found to be technically acceptable and is determined responsive and responsible in accordance with the terms and conditions of this solicitation. All offerors responding with the required product clearly identified in their quotation shall have their response determined as technically acceptable. The award basis is Lowest Price Technically Acceptable. 3. Open market quotes will be considered. Please verify that your offer reflects comparable pricing offered to other government and commercial customers. 4. This quote will be accepted only if the quote meets all the requirements/specifications listed in the in the Performance Work Statement and Solicitation Pricing Table. 5. The IHS DAP will evaluate quotes on the basis of information furnished by the Offeror. The IHS DAP is not responsible for locating or obtaining any information not identified in the quote. However, additional information may be solicited after your quote is submitted. 6. Complete and return the attached pricing table titled �Solicitation Pricing Table - 75H70425Q00042)�, along with any other supporting documents for your quote. 7. Include a completed copy of FAR 52.209-11, Representation by Corporations Regarding Delinquent Tax Liability or a Felony Conviction under any Federal Law (FEB 2016), with quotation submission. 8. Include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, with quotation submission. 9. Solicitation incorporates by reference (Federal Acquisition Regulation) FAR 52.212-1, 52.212-4. FAR 52.212-3 and 52.212-5 are attached. Questions are due by Sunday, September 20, 2026, 11:59 P.M. (EST). Your quote must be received no later than Tuesday, September 22, 2025, 08:00 A.M. (EST). Oral Presentations (Phase 2) will be scheduled for the afternoon of September 22nd or 23rd, 2026. Please ensure vendor (and proposed Key Personnel, as applicable) availability for either date. Please email questions and quote responses to the below undersigned. * This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01, effective March 13, 2026. * The provision at FAR 52.212-1, Instructions to Offerors � Commercial Items (SEP 2023) applies to this acquisition. As a minimum, offers must show� (1) The solicitation number; (2) The time specified in the solicitation for receipt of offers; (3) The name, address, and telephone number of the offeror; (4) A technical description of the services being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary; (5) Terms of any express warranty; (6) Price and any discount terms; (7) �Remit to� address, if different than mailing address; (8) A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically); (9) Acknowledgment of Solicitation Amendments; (10) Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information); and (11) Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. * FAR 52.212-4 Contract Terms and Conditions � Commercial Items (NOV 2023) applies to this acquisition. The following addendum applies: Submission of invoices shall be via the Treasury Department�s Invoice Processing Platform. *Invoicing will be submitted via the Treasury Department�s Invoice Processing Platform. The following Health and Human Services Acquisition Regular provision is applicable: 352.232-71, Electronic submission of payment requests. *No entitlements to payment of direct or indirect costs or charges to the Government will arise as a result of contractor submission of responses, or the Government's use of such information or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Confidentiality: No proprietary, classified, confidential, or sensitive information should be included in your response.
