Opportunity description

Stored from SAM.gov public data

The Department of Commerce intends to negotiate, on a sole source basis, a modification to contract 1331L520C13OS0005 with Accenture Federal Services for additional support including post-go-live Hypercare, embedded resource support, transactional backlog resolution, formal Hypercare certification, enhancements to move from Minimum Viable Product to enterprise optimization, organizational change management activities to facilitate adoption and sustainability, and additional licenses and associated operations and maintenance services. The statutory authority permitting other than full and open competition is 41 U.S.C. 3304 (a)(1), as implemented by the Revolutionary FAR Overhaul (RFO) Federal Acquisition Regulation (FAR) Subpart 6.103-1(b): Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The additional implementation support items can only be performed by the existing contractor as they have the knowledge and expertise obtained through the implementation and go-live activities to support them in the immediate period following. Since this contractor has specifically configured the system, no other contractor could have the required knowledge of the system in the timeframe needed to provide the post-go-live support. As the provision of additional licenses and accompanying operations and maintenance is integrally related to the initial hosting, no other contractor could provide additional licenses associated with the same instance(s) to provide seamless configuration, access, and support for all end users as required. This pre-solicitation notice is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Governments requirements may submit substantiating documentation or a request for additional information in writing to the identified point of contact within 15 days after publication of this pre-solicitation notice. Such requests and documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this pre-solicitation notice.

GOVBIDFIT SCREENING LENS

What deserves attention before you spend bid time

Decision support

These screening signals are generated from the public notice fields stored for this specific opportunity. They are not eligibility findings or predictions; they are prompts for a faster, more disciplined review of the official solicitation.

Pre-solicitation stage

This is a pre-solicitation signal. Use it to prepare, verify likely eligibility and watch for the formal solicitation or amendments before committing proposal effort.

Planning window available

The stored response date leaves more than ten days, but amendments and pre-response milestones can shorten the usable preparation window.

Eligibility gate recorded

No Set aside used is recorded as the set-aside or restriction. Confirm the bidding entity actually satisfies the applicable program and size requirements before investing proposal time.

Classification signal

PSC DA10 is the recorded classification. Use it as a screening clue, then compare the actual scope and deliverables rather than treating the code alone as proof of fit.

Official description available

GovBidFit has stored substantive notice text for this record, but attachments, clauses, amendments and Q&A can still contain requirements that are not visible in the description alone.

Public buyer contact available

The source data includes 1 public contracting contact. Use the solicitation's stated communication rules and deadlines before contacting the buyer.

What this opportunity record tells you

SAM.gov identifies this as a presolicitation from COMMERCE, DEPARTMENT OF. The record was posted on September 17, 2026 and currently lists October 2, 2026 as the response deadline. GovBidFit keeps source facts separate from its matching guidance so you can see what comes from the federal notice.

Before deciding to bid

Read the complete official description and scope. Verify the exact response date, time and time zone on SAM.gov. Confirm NAICS/PSC and every set-aside eligibility requirement. Review attachments, amendments, Q&A and submission instructions. Check place of performance, staffing, insurance, bonding and execution requirements.
Source and trust

GovBidFit is independent and is not a U.S. government website. GovBidFit stores a structured mirror of SAM.gov public opportunity data in its own database and keeps the compact snapshot as a fallback. The official SAM.gov notice remains the controlling source. The official SAM.gov notice controls if anything here differs from the source or a later amendment.
