This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12. This announcement constitutes only solicitation. Proposals are being requested and a separate written solicitation will not be issued. Solicitation number 12639526R0007 is issued as a Request for Proposal (RFP) to establish one or multiple Hybrid T&M and FFP IDIQ commercial contract to support New World Screwworm (NWS) eradication and prevention effort. This contract provides aircraft and crew services for aerial release of sterilized NWS and for transportation of pupae. Pupae will be transported from production facilities (currently in Pacora, Panama) to the dispersal base of operations currently located in Edinburg, Texas. Aerial release base of operations is currently located in Edinburg, Texas. Contractor is expected to perform aerial release along the Texas border into Mexico and in other areas where NWS cases come up. The contractor will work in partnership with USDA APHIS to receive weekly updates regarding the release flight grids and transportation schedule. At any time during the execution of the contract, the number of transportation flights and/or the size of existing dispersal grids, as well as the number of municipalities under treatment, may change, as determined by the COR or his/her designated representative. This acquisition is not set-aside for small business concerns. The applicable North American Industry Classification Standard Code is 481219. The small business size standard is $25M This acquisition is an unrestricted requirement. All responsible sources may submit a proposal in accordance with solicitation instructions to be considered by the agency. NO LATE PROPOSALS WILL BE ACCEPTED.
