This notice of intent is NOT a request for competitive proposals. The Government intends to negotiate with only one source, LinQuest Corporation, for the continuation of Systems Engineering, Integration, and Test (SEIT) support pursuant to RFO 6.103-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The contemplated action will extend the period of performance of the current CPIF contract for an anticipated 12-months and four 3-month option periods, for a potential total extension of 24 months if all options are exercised. The requirement anticipates a level of effort equivalent to approximately 380 FTEs providing continued SEIT support across the MSEIT mission areas described below. Exercise of any option is subject to the Government's requirements, availability of funds, and applicable contractual and statutory authority. The Government intends to extend the period of performance of the existing CPIF MSEIT contract with LinQuest Corporation to maintain continuity of critical SEIT support while the Government completes its follow-on acquisition activities. The Government has determined that transitioning this interim requirement to another source would result in substantial duplication of cost and/or unacceptable delays in fulfilling the agency's requirements. This determination is subject to consideration of any timely responses received as a result of this notice. The purpose of this acquisition for the Space Systems Command (SSC) Military Communications & Position, Navigation, and Timing (MilComm & PNT) Directorate (SSC/CG) is to provide Systems Engineering, Integration and Test (SEIT) support under the Military Communications SEIT (MSEIT) program. The requirement supports the effectiveness and efficiency of all Military Communications (MilComm or MILSATCOM) systems engineering capabilities, to support the creation and control of system definitions and technical baselines, to support development of end products, and to standardize and streamline engineering processes and products across SSC/CG. The required effort includes relevant expertise and experience with system- of-systems integration of space, mission control, communications planning, cryptographic key management and service user terminal programs, and associated interfaces. Support includes Directorate and program level configuration and data management, architecture management, risk, opportunity, and issue management, requirements management, verification, validation and test, schedule management, cybersecurity, logistics, and sustainment. The contractor will also support communication, collaboration, and integration among Military Communications programs, functional areas, external stakeholders, and interfacing programs. All responsible sources may submit a capability statement which will be considered by the Government. Interested parties must submit sufficient information demonstrating their capability to satisfy the Government's requirements and must identify their business size and socio economic status, as applicable, including (i.e. 8(a), Historically Underutilized Business Zone (HubZone), Woman-Owned Small Business (WOSB), or Service Disabled Veteran-Owned Small Business (SDVOSB), or Large Business). Responses should, at a minimum, address the respondent's relevant technical experience, ability to perform the required scope and a comparable level of effort, knowledge and experience with comparable system-of-systems integration efforts, ability to meet the required performance schedule and any other information demonstrating the respondent's capability to satisfy the Government's requirements without unacceptable disruption to mission support. Responses shall be submitted to the Contracting Officer and Contract Specialist no later than 10AM PDT on 23 September 2026. Responses submitted in response to this notice are for the Government's consideration in determining whether a competitive acquisition is appropriate. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Submission of information in response to this notice is voluntary. The Government will not reimburse respondents for costs incurred in preparing or submitting a response. This notice does not constitute a solicitation, and the Government is not obligated to award a contract as a result of this notice.
