SOURCES SOUGHT NOTICE SOLICITATION/REFERENCE NUMBER: FA5025-26-Q-A037 AGENCY: Department of the Air Force REQUIRING ACTIVITY: 356th Expeditionary Theater Support Group (ETSG) LOCATION: Peleliu Airfield, Republic of Palau 1. GENERAL INFORMATION This is a SOURCES SOUGHT NOTICE only. This notice is issued solely for market research, information, and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service whatsoever. The U.S. Air Force is not seeking proposals at this time and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this notice. 2. DESCRIPTION OF REQUIREMENT The 356th Expeditionary Theater Support Group (ETSG) has a requirement for complete, turn-key commercial food, catering, and potable water services supporting fifty to sixty (50�60) deployed U.S. military personnel operating at Peleliu Airfield, Republic of Palau. Key Operational Highlights: � Performance Period: Estimated 1 February 2027 � 31 December 2027 (with a 30-day mobilization). � Meal Requirements: Three (3) hot/box meals per day, 7 days/week, meeting 2,500�3,000 calories/person/day on a 28-day rotational cycle. � Turn-Key Base Support: The contractor must provide a modular field kitchen, commercial reefers/freezers, and dedicated primary/backup diesel generators (the government provides an unimproved ground footprint only; no power, water, or billeting is provided). � Logistics & Supply Chain: Inter-island cargo transit from Koror to Peleliu via commercial barge/ferry. Contractor must maintain on-site 7-day shelf-stable emergency food stock and 5-day potable water reserves (~550 gal). � Public Health Standards: Strict compliance with the Tri-Service Food Code (TB MED 530), food source approvals (DLA Worldwide Directory or local Military Public Health vet approval), and Republic of Palau Environmental Quality Protection Board (EQPB) regulations. 3. CAPABILITY STATEMENT / QUESTIONNAIRE Interested, capable businesses are invited to submit a response demonstrating their technical ability, logistical capability, and business status. Please provide the following: Section A: Company Profile 1. Company Name, Address, Point of Contact (Name, Title, Email, Phone). 2. Unique Entity ID (UEI) and CAGE Code (Must be registered in SAM.gov). 3. Business Size & Socioeconomic Status under NAICS 722310 (e.g., Large, Small, SDB, 8(a), WOSB, VOSB, SDVOSB, HUBZone). Section B: Technical & Logistical Capability 1. Turn-Key Kitchen Deployment: Describe your firm's capability to deploy, install, and operate a self-sustained modular commercial field kitchen, refrigeration, and backup diesel generation in an austere island environment within 30 days of award. 2. Inter-Island Maritime Supply Chain: Describe your logistics plan to source food products (perishables, dry goods, certified bottled water) and reliably transport them from Koror to Peleliu via barge/ferry, including strategies to overcome tropical weather delays. 3. Food Source Approvals: Explain your familiarity and experience operating under the Tri-Service Food Code (TB MED 530) and procuring food from facilities listed in the DLA Troop Support "Worldwide Directory of Sanitarily Approved Food Establishments" or obtaining military veterinary clearances. 4. Host-Nation Compliance: Describe your understanding of, or established presence regarding, Republic of Palau business licenses, labor laws, and Environmental Quality Protection Board (EQPB) waste handling regulations. 5. Past Performance: Provide up to two (2) examples of similar food service / remote expeditionary base operations completed within the last three (3) years (include contract number, agency/customer, dollar value, and scope). Section C: FFP Structure & Feasibility 1. The Government will utilize a Firm-Fixed-Price (FFP) contract type for this requirement. To assist in structuring our FFP pricing schedule, please comment on how your firm typically structures FFP pricing for remote catering (e.g., a flat monthly rate, a per-meal/per-head daily rate, or utilizing separate FFP CLINs for mobilization and demobilization). 2. Are there any commercial industry practices, supply chain bottlenecks, or terms in the draft PWS that would prevent your firm from submitting a competitive, firm-fixed-price proposal? 4.
