This is a PRESOLICITATION NOTICE for the upcoming Solicitation 75H70126R00009 Pine Ridge Multiplex Construction Project which is a construction project prepared in accordance with FAR Part 36. These construction services are in support of the Indian Health Service (IHS). The Government anticipates releasing the solicitation in late December 2025 or early January 2026, and will remain open for approximately 30 calendar days. A full scope of work, plans and specifications and Construction Wage Determination will be included in the solicitation documents. SCOPE OF WORK: This project is to construct a pre-designed multiplex at the Pine Ridge Hospital in Pine Ridge, SD. Due to the shortage in staff housing, the construction of this multiplex will be crucial in securing housing for hospital staff. The Indian Health Service has leased the land required to build housing to accommodate the hospital staffing needs. A comprehensive design has been completed, covering civil, electrical, mechanical, plumbing, architectural, and fire protection aspects. LOCATION OF PROJECT: Pine Ridge, SD PERIOD OF PERFORMANCE: Period of Performance is 730 calendar days from date of notice to proceed. CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be between $5,000,000 and $10,000,000. SITE VISIT: Details regarding the Site Visit will be included in the solicitation. CONTRACT TYPE: IHS intends to award a single Firm Fixed Price (FFP) contract in support of this requirement. This solicitation will be procured as a Request for Proposal (RFP) in accordance with FAR Part 36 procedures with Lowest Price Technically Acceptable (LPTA) evaluation criteria. This project will be solicited as 100% set aside for Indian Small Business Economic Enterprise (ISBEE) under North American Industry Classification System (NAICS) code 236116, New Multifamily Housing Construction (except For-Sale Builders).
