RFO 5.101(c)(3) Product Service Code: The Product Service Code (PSC) for this requirement is 5820. ========================================================================= SECTION 4: DESCRIPTION OF REQUIREMENT & STATUTORY NOTICES ========================================================================= RFO 5.101(c)(4)(i) Description of Supplies/Services: The Government requires the L3HARRIS AN/PRC-167 Multi-Channel Manpack (Part Number/Nomenclature: AN/PRC-167, RT-2096) and supplemental equipment listed in the Statement of Need. The Government is looking for a product that meets or exceeds this item�s specifications or additional vendors that are authorized resellers of L3HARRIS to sell this product. Please see attached Statement of Need for a full list of specifications as required by the Government to meet its needs. RFO 5.101(c)(4)(ii) Award Procedures and Anticipated Award Date: This proposed contract action will be awarded utilizing RFO Part 13 Simplified Procedures for Noncommercial Acquisitions with an anticipated award date on or before 30 September 2026. RFO 5.101(c)(4)(iii) Trade Agreements: This end product is not subject to trade agreements in accordance with R-DFARS 225.401-70 �End products subject to trade agreements� as its PSG 58 code is not listed. RFO 5.101(c)(4)(iv) Technical Data Availability: Government technical data is not available and will not be furnished with the solicitation. To be considered a responsible source, prospective offerors must provide the following requirements: OEM Authorization (if non-OEM): Non-manufacturing offerors must provide written certification of status as an Authorized L3Harris Reseller/Distributor with direct access to OEM technical support and factory warranties. Competition is lacking because the L3HARRIS AN/PRC-167 Multi-Channel Manpack is unique in its ability to provide two (2) transceivers in the same form-factor as the more commonly used AN/PRC-117G, while also being expandable with additional modules that can support future requirements, notably Radio over IP (RolP) and potentially MANET. The capability to transmit and receive on two (2) channels at the same time supports our mission as the Government will be able to communicate with the aircraft on both Line-of-Sight and SATCOM at once. Alternatively, the Government can simultaneously maintain communications with both the aircraft and the 595 AMXS, the 95th Wing Operations Center (WOC), or other entities as the mission dictates. The radio's native ability to use VHF & UHF Line-of-Sight (VULOS) and SATCOM meets current requirements. The ability to expand these capabilities, as mentioned earlier, makes this radio unique, and helps future-proof the system to provide an effective solution that will last for many years. RFO 5.101(c)(4)(viii) Qualification Requirements: N/A ========================================================================= SECTION 5: TIMING & SUBMISSION INSTRUCTIONS ========================================================================= RFO 5.101(d) Timing and Response Window: In accordance with RFO Table 5-2, this presolicitation notice will remain posted on the GPE for a minimum of 15 days through 22 September 2026 at 1400 Central Time.
