Opportunity description
After reviewing this Request for Information, interested vendors are requested to submit responses by November 13, 2026, at 11:00 a.m. ET to the points of contact below. This is a Request for Information/Sources Sought Notice issued by the General Services Administration to gather information from prospective vendors interested in providing Purina dog food and related products in support of the National Stock Number Program and dog requirements. This is not a solicitation, request for quote, or request for proposal. The Government is conducting market research to determine vendor capability, interest, commercial practices, pricing structures, and recommended terms for a potential follow-on requirement. The Government is considering a firm-fixed-price five-year indefinite-delivery indefinite-quantity contract with one base year and four one-year option periods. Pricing for the base year and all option years would be submitted and evaluated at time of award. The Government is also considering a lowest price technically acceptable evaluation approach with price and technical factors. The specific acquisition strategy, evaluation factors, and terms and conditions will be identified in any future solicitation. NAICS Code 311111, Dog and Cat Food Manufacturing, applies to this RFI. Vendors interested in this potential requirement are encouraged to ensure their System for Award Management registration is active and includes the applicable NAICS code. Vendors are encouraged to register or update their SAM.gov record at https://www.sam.gov at this time. The Government may use responses to this RFI to determine the appropriate acquisition strategy, including whether any small business or socioeconomic set aside may be appropriate. All interested firms are invited to submit a response. The draft product list includes 27 brand name Purina products identified by the military veterinarian to cover a range of military working dog dietary needs. The Government only intends to include products approved by the military veterinarian. Based on current ordering history, and assuming outside the continental United States requirements are removed from the follow on contract, the Government estimates annual continental United States (CONUS) demand of approximately 5,500 bags of dog food. This estimate is based on ordering activity from extrapolating the most recent six months and may be refined as additional customer input is received. The Government is still assessing potential additional military demand, which is not included in this estimate. The Government anticipates that orders would be issued for direct delivery to ordering agencies. The Government is also considering requiring vendors to provide tracking and order status updates through a Government vendor portal. The information provided in this notice is subject to change and is not binding on the Government. The Government will not reimburse vendors for any costs associated with preparing or submitting a response to this notice. Requested Vendor Feedback Interested vendors are requested to provide brief responses to the following: Are you interested in this potential requirement, and can you provide all products on the attached Purina Food Plan list? If not, please identify which listed products you can and cannot provide. Some of these products require veterinary authorization/prescriptions. Can you fulfill orders for veterinary diet products that require authorization? Are any listed products unavailable, difficult to obtain, or subject to supply issues? What pricing structure would help keep prices low and competitive for this requirement? For example, tiered pricing, minimum order amounts, or another commercial pricing structure. Are you capable of providing MIL-STD-129R labeling, if required? If so, would this requirement affect pricing, lead time, or your interest in the requirement? What delivery timeframe would be commercially reasonable for CONUS orders? If awarded, would your company be willing to request access to the Government vendor portal and provide tracking and order status updates through that system? Response Information Please include the following in your response: Company name; Point of contact; Email and phone number; Unique Entity ID, if available; SAM.gov registration status; Business size and socioeconomic status, if applicable; Whether your company is an authorized distributor, reseller, or supplier of Purina products; and Brief responses to the questions above. Responses are requested by November 13, 2026, at 11:00 a.m. ET to Stephanie Bridgewater at stephanie.bridgewater@gsa.gov and Tracy Harper at tracy.harper@gsa.gov. Attachment 1: Purina Food Plan

GOVBIDFIT SCREENING LENS
What deserves attention before you spend bid time
These screening signals are generated from the public notice fields stored for this specific opportunity. They are not eligibility findings or predictions; they are prompts for a faster, more disciplined review of the official solicitation.
This notice appears to be market research rather than a conventional bid invitation. A capability response, technical feedback or evidence of market interest may matter more than a price proposal at this stage.
The stored deadline is within ten days. Build an internal submission deadline and verify whether questions, site visits, registrations or approvals are due earlier.
No Set aside used is recorded as the set-aside or restriction. Confirm the bidding entity actually satisfies the applicable program and size requirements before investing proposal time.
NAICS 311111 is the recorded classification. Use it as a screening clue, then compare the actual scope and deliverables rather than treating the code alone as proof of fit.
GovBidFit stores the source notice text, but its length does not prove the requirements are complete. Review official attachments, clauses, amendments and Q&A before relying on the description.
The source data includes 2 public contracting contacts. Use the solicitation's stated communication rules and deadlines before contacting the buyer.
