Quinby Creek Maintenance Dredging

DESCRIPTION THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS, INVITATION FOR BIDS, OR SOLICITATION. NO SPECIFICATIONS OR DRAWINGS ARE AVAILABLE AT THIS TIME. The U.S. Army Corps of Engineers (USACE), Norfolk District, is conducting market research for a potential firm-fixed-price construction contract for maintenance dredging of Quinby Creek Channel in Accomack County, Virginia. DESCRIPTION OF WORK The work consists of maintenance dredging approximately 200,000 cubic yards of material from the Quinby Creek Federal navigation channel. Dredging will be performed using a hydraulic cutterhead pipeline dredge, with dredged material hydraulically placed within the designated overboard placement site in Upshur Bay. The maximum contract pay depth will be -7 feet mean lower low water (MLLW). In accordance with FAR 36.204, the estimated magnitude of construction is between $5,000,000 and $10,000,000. The applicable North American Industry Classification System (NAICS) code is 237990, Other Heavy and Civil Engineering Construction, with a $37,000,000 small business size standard applicable to Dredging and Surface Cleanup Activities. CONSTRUCTION TIME The Contractor will be required to commence work within 15 calendar days after receipt of the Notice to Proceed (NTP). The anticipated period of performance is approximately 180 calendar days from issuance of the NTP. SURVEY OF THE DREDGING INDUSTRY The following survey is intended to assist USACE in assessing the capabilities of prospective dredging contractors and determining the appropriate acquisition strategy. Provide your company name, address, point of contact, telephone number, and email address. Would your firm be interested in bidding on this requirement if a solicitation is issued? If no, briefly explain why. Has your firm performed dredging projects of similar nature, complexity, and magnitude within the past five years? Has your firm managed dredged material placement sites with inflows similar in magnitude to this project within the past five years? If so, provide a brief description of the project(s), customer, contract value, and reference point of contact and telephone number. Would your firm compete as a sole contractor, prime contractor with subcontractor(s), or joint venture? Is there a dollar limit on the size of contract your firm would bid? If so, identify the limit. What is the largest dredging contract, by dollar value, for which your firm served as the prime contractor? What is your firm's bonding capacity per contract and total aggregate bonding capacity? Identify your firm's business size and all applicable socioeconomic categories, including Small Business, 8(a), HUBZone, Service-Disabled Veteran-Owned Small Business, and Women-Owned Small Business. Is your firm familiar with the safety and health requirements of EM 385-1-1? SUBMISSION REQUIREMENTS Responses should consist only of a concise narrative addressing the information requested above. Additional information may not be reviewed. This Sources Sought Notice is for market research purposes only and does not constitute a solicitation or commitment by the Government. The Government will not reimburse respondents for costs incurred in preparing or submitting a response. The information received will be used to assist the Government in determining an appropriate acquisition strategy. Prospective contractors must be registered in the System for Award Management (SAM) at SAM.gov to be eligible for contract award.
