This Statement of Work (SOW) defines the requirements, scope, responsibilities, and deliverables for the replacement and disposal of the 150kVA emergency power diesel generator located on Camp Zama Japan Building 121. This is a solicitation for commercial products or commercial services prepared in accordance with the format in FAR 12 as supplemented with additional information included in this notice. The written solicitation, issued as SF1449 (Form), is attached to this notice and constitutes the official solicitation. Quotes are being requested in accordance with the instructions herein and within the attached SF1449. The statements required by FAR 12.202(b)(1) are included in the uploaded documents. Expecting award date is around 30 Oct 2026 (subject to change). Description of Services: The contractor shall provide all necessary labor, management, tools, equipment, transportation, and materials to perform the decommissioning, removal, disposal, and replacement of the existing 150kVA emergency power diesel generator at Building 121, Camp Zama, Japan. The primary objective is to safely disconnect and dispose of the existing unserviceable generator (Toyo Denki Seizo / TYND-215) and install a brand new 150 kVA / 120 kW diesel generator (208/120 VAC, 50 Hz). The new system must be fully integrated and compatible with the existing Automatic Transfer Switch (ATS) in Panel P-M/L-M. The project includes full testing, an 8-hour load test, commissioning, and training. All disposal of the old generator and hazardous materials must comply with Japanese environmental regulations utilizing off-base facilities. A minimum 2-year warranty is required for the new generator system. The contractor is required to provide employees who have demonstrated experience in work like this requirement. The contractor or their sub-contractors shall ensure their employees have the following current and valid professional certifications for the entire life of this contract: Special Electric Officer's License (for Emergency Power Generators) (????????? - ???????????) Chief Electrical Engineer (Licensed Class I, II, or III) (???????) Fire Defense Equipment Officer (?????) Low-Voltage Electrical Worker Special Education (????????????) Failure to submit verifiable evidence of these qualifications and certifications at the time of quote submission may result in the offer being evaluated as technically unacceptable. Note 1: All work for this project shall be performed exclusively in Japan. The contract price shall be inclusive of all travel and lodging expenses required for project execution. Note 2: Mandatory On-Site Warranty & Local Service Capability The project and product utilization will occur entirely within the country of Japan. During the Warranty Period, the selected contractor must provide on-site repair, troubleshooting, or replacement services at the Off-Post locations in Japan. Note 3: If the offeror is not physically located in Japan, the offeror MUST submit documentation demonstrating an established partnership with a local authorized service provider in Japan capable of meeting all on-site requirements. Please provide the partner company�s Name, Address, Point of Contact, Email, and Phone Number with your quote. Failure to submit verifiable evidence of local warranty service capability at the time of quote submission will result in the offer being evaluated as technically unacceptable and not considered for award. Note 4: If successful offeror is a U.S. vendor, resulting contract will include DFARS clause 252.225-7976, Contractor Personnel Performing in Japan (Deviation 2018-O0019). The clause requires DoD contractors to account for contractor personnel and dependents in the Synchronized Predeployment and Operational Tracker (SPOT), in order for the contractor personnel and dependents to be eligible for coverage under the Status of Forces Agreement. Note 5: Trade Agreements Act (TAA) Compliance & Prohibited Sources This procurement is subject to the Trade Agreements Act (TAA). Quotes will be evaluated IAW DFARS 252.225-7020, FAR 52.212-1 and 52.212-2. Note 6: Site Visit. A pre-solicitation site visit is scheduled to be conducted on 7 October 2026, at 10:00 AM (JST) at Camp Zama, Japan. All prospective quoters are strongly encouraged to attend. To participate, submit a list of all attendees (including full name, residential address, nationality, pass port number or driver�s license number) via email to hiroko.takahashi.jp@us.af.mil and kaori.kanematsu.jp@us.af.mil no later than 7 calendar days prior to the scheduled visit.
