The Arnold Engineering Development Complex (AEDC) requires a long-term, sustainable source for the manufacture and/or refurbishment of critical components for its Arc Heater test facilities to support Department of War (DoW) objectives. The purpose of this Request for Whitepaper is to solicit a response from the vendor to establish the framework for a ten (10) year strategic agreement under the authority of 10 U.S.C. � 4022 (Other Transaction Authority for Prototype Projects). The entirety of this agreement will be executed under the prototype operational utility phase through yearly milestones (Year 1 through Year 10). When specific component orders are required, a modification will be issued to the corresponding yearly milestone to add a sub-milestone for that particular order. This RWP seeks to finalize the vendor�s approach to intellectual property and statutory compliance, and to formalize the proposed business and pricing structure. While this agreement establishes a ten-year ordering framework, it is intended to foster a resilient industrial base. The Government reserves the right to onboard additional vendors at any point during the period of performance. Should other qualified sources emerge, they may be added to the agreement to compete for future component orders.
