Re-added Attachment - F - Organizational Conflict of Interest See Description Below and All Attached Documents This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation number 47QACA26R0306 is issued as a request for proposal (RFP), for The Small Business Administration (SBA), the Office of Capital Access (OCA), Office of Credit Risk Management (OCRM), is seeking for a single-award indefinite delivery, indefinite quantity (IDIQ) contract to obtain non-personal services. The contract is for a base year and four option years. Task Orders will be issued on a labor-hours (LH) basis using the Contractor�s fully loaded labor-hour rates, applicable labor categories, and required level of effort. This acquisition is a competitive set-aside restricted to SBA-certified Women-Owned Small Businesses (WOSB) under NAICS code 541611. This is a 100% set-aside restricted to responsible SBA-certified Women-Owned Small Businesses (WOSB) participating in the WOSB Federal Contract Program. Offerors must be currently certified as WOSBs in the SBA WOSB certification system at the time of proposal submission and at the time of award. (ii) Please see Attachment A SF 1449 and Attachment B pricing sheet of the solicitation for the list of contract line item(s) and estimated quantities (including option(s) for this requirement). (iii) The Contractor shall provide personnel with the ability to augment the SBA's workforce and support OCRM at its Headquarters office in Washington, D.C. Personnel provided shall support OCRM's activities, to include but not limited to: -Delegated Authority Management: Collection, inspection, analysis for delegated authority renewals, nominations, add-ons and re-delegations -Risk Diagnostics: Execution of Desktop Reviews, comprehensive financial analysis and diagnostic activities to assess 7(a) Lender risk. -Operational Systems Proficiency: Utilization of federal systems, specifically the Lender Portal and the Capital Access Financial System (CAFS). -Preparation of Internal Correspondence: Preparation of data, reports, and correspondence for internal and external stakeholders. -Provide assistance with 7(a) loan transfers, invoice resolution, and maintenance of risk identification protocols generation of deliverables to identify SBA Lenders that are, or should be, subject to increased supervision and/or enforcement actions (iv) The anticipated period of performance is November 6, 2026 through November 5, 2027 (not including the four (4) one-year option periods). The Risk Management Support Services will be provided at the location: Small Business Administration Headquarters 409 3rd St. SW, Washington, DC 20416 (v) The solicitation and incorporated provisions are those in effect the date of posting and are provided in Section I and K. Please note that GSA is using overhauled FAR parts from the Revolutionary FAR Overhaul (RFO) in accordance with GSA deviations. This solicitation incorporates provisions by reference. If your firm is interested in this acquisition, you may participate by submitting your response in accordance with the requirements and instructions contained herein. The Government is not liable for any expenses incurred by the offeror in developing and submitting proposals for this RFP. (vi) Offerors shall submit all technical questions concerning this request for proposal in writing by e-mail to bertha.russell@gsa.gov. All questions must be submitted via email and received no later than 9 am Eastern Standard Time on September 14, 2026. Answers will be provided in the form of an amendment and posted in SAM.gov for all vendors to view. No further questions will be accepted. (vii) Offers are due no later than 9 a.m. Eastern Standard Time on September 29, 2026. The Government reserves the right to not accept proposals received after the closing date and time. It is the responsibility of the offeror to provide a timely submission and ensure successful delivery to the Government. Required technical and price proposal volumes must be submitted via e-mail directly to Bertha.russell@gsa.gov
