Amendment 0005 - The purpose of this amendment is to attach an updated solicitation (Combined Solicitation Ver 4 - FA460026Q0101 - 9.15.26). This update states "The offeror shall provide with its offer a written plan describing how it will continue to perform the essential contractor services listed in attachment 01 - PWS - Section 5.1.4, Mission Essential Contractor Services, dated 15 June 2026, during periods of crisis. This plan shall be in accordance with DFARS 252.237-7024 Notice of Continuation of Essential Contractor Services." Amendment 0004 - The purpose of this amendment is to attach an updated Q&A document (Attachment 05 - Questions and Answers Ver 2 - 9.15.26). This updates that �All Contractor personnel shall provide and maintain the appropriate security clearances as required for access to the SATCOM Campus. This includes a minimum of a Secret clearance, with Top Secret clearances required for personnel accessing TS/SCI areas. Contractor shall provide minimum personnel clearance within 180 days of employee start date.�.As well as the DD0254 (Attachment 09 - dd0254 - 9.15.26). Offerers must submit Attachment 09 - dd0254 - 9.15.26 with their submission. Amendment 0003 - The purpose of this amendment is to extend the solicitation due date from 15 September 2026 to 21 September 2026 at 9:00 AM CDT as well as upload an updated combined solicitation to reflect the extension (Combined Solicitation Ver 3 - FA4600Q0101 - 9.14.26). No further extensions will be granted. Amendment 0002 - The purpose of this amendment is to upload Attachments 05 - 08 as well as additional apendix A - I. There are three Controlled Unclassified Information (CUI) documents pertinent to the solicitation. Offerors who are interested in receiving these documents must return a signed copy of Attachment 07 - CUI NDA - 9.11.26 to the Contracting Office and have a current (not older than three years) self-assessment score in the Supplier Performance Risk System (SPRS) of 110. If the offeror does not have a score of 110, they must have a Plan of Actions & Milestones (POA&Ms) filed in SPRS. Amendment 0001 - The purpose of this amendment is to extend the solicitation due date from 9 September 2026 to 15 September 2026 at 9:00 AM CDT as well as upload an updated combined solicitation to reflect the extension (Combined Solicitation Ver 2 - FA4600Q0101 - 9.8.26). This is a combined presolicitation/solicitation for commercial SERVICES in accordance with the format in Revolutionary Federal Acquisition Regulation Overhaul (RFO) Subpart 12.202(b)(1), as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; quotes are being requested, and a separate solicitation will not be issued. Solicitation number FA4600-26-Q-0101 is issued as a Request for Quotation (RFQ) for The Contractor to provide all management, labor, materials, equipment, and supervision necessary for cost-effective operations, maintenance, and repair of the SATCOM Campus. This includes all Real Property (RP), Real Property Installed Equipment (RPIE), and associated systems. The Contractor's services shall prevent deterioration beyond normal wear and tear to ensure the facility always remains mission capable. This acquisition is set aside for a small business concern under NAICS 561210, Facilities Support Services. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. All prospective offerors must be registered in the System for Award Management (SAM) at www.sam.gov. Lack of a SAM registration will make an offeror ineligible for award. APPLICABLE LABOR LAWS This solicitation is subject to the Service Contract Labor Standards RFO 52.222-41 and the current wage determination, Service Contract Act WD #2015-5005, Revision 28, Revised on 12 May 2026. The most updated wage determination can be found at https://sam.gov/wage-determinations. SITE VISIT A site visit will take place on 31 August 2026 from 8:00 AM � 12:00 PM CDT. See Attachment 03 � Site Visit Info and Protocol � 8.13.26 for more information on the site visit. Attendees must fill out Attachment 04 � Site Visit Entry Form � 8.13.26 and return to the contracting office no later than 28 August 2026 at 9:00 AM CDT to ensure base access for the site visit. QUESTIONS DUE DATE AND TIME All questions concerning this solicitation shall be sent in writing to the Contracting Office by 3 September 2026 at 9:00 AM CDT. Answers to all questions will be posted via amendment to www.sam.gov as soon as readily available.
