PRESOLICITATION NOTICE THIS IS A PRE-SOLICITATION NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. Solicitation No. AOCACB26R0058, Mechanical/ HVAC IDIQ; Architect of the Capitol Project Overview The Architect of the Capitol (AOC), Washington, DC, hereby notifies all interested offerors of its intent to issue a solicitation for a Single-Award Task Order Contract (SATOC) Indefinite Delivery/Indefinite Quantity (IDIQ) for construction projects. Projects will include repair, alterations, and renovation services, with major work in Mechanical/HVAC, in support of the Capitol Complex facilities management. This SATOC IDIQ will have an estimated ceiling of $250,000,000 and one (1) base year with nine (9), one year optional ordering periods. The individual task orders will be negotiated and awarded as Firm-Fixed Price (FFP). This solicitation will be issued in two (2) steps. Step One of this solicitation is scheduled to be issued on or around late September 2026. Step Two of this solicitation is scheduled to be issued on/around November/December 2026. Additional details will be provided with issuance of the solicitation for Step One. The NAICS code for this procurement is 238220 - Plumbing, Heating, and Air-Conditioning Contractors. However, individual task orders issued under this IDIQ may utilize the following NAICS codes, depending on the specific work requirements: 236220 - Commercial and Institutional Building Construction 237110 � Water and Sewer Line and Related Structures Construction 238110 � Poured Concrete Foundation and Structure Contractor 238210 � Electrical Contractors and Other Wiring Installation Contractors Project Objectives The Contractor shall be responsible for providing the necessary labor, material, equipment, incidentals, project management, supervision, quality control, transportation, insurances, taxes, coordination of tasks, and safety services under the IDIQ Contract. Task Orders issued under this contract will have major components related to MEP/HVAC, however, may not be limited to MEP/HVAC. Initial Task Order to be performed is TBD. Possible tasks orders may be for air handling and load modifications (issued as phases, i.e., Phase 1, Phase 2, etc. would each be a separate task order); recording studio ventilation; and building heating replacement. Task Orders may be concurrent or consecutive. Notice to Offerors All offerors submitting a proposal in response to the solicitation must be registered in the System for Award Management (SAM) database prior to award of the contract. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the SAM database prior to award. FAR 52.204-7, System for Award Management, will be incorporated into the solicitation. For information or assistance with registering in the SAM database, log on the Internet website at https://sam.gov/. Offerors are advised that the AOC is a legislative branch entity and as such is NOT subject to the Federal Acquisition Regulations (FAR). However, this procurement will be solicited using a Request for Proposal (RFP) as outlined in FAR Part 15, which will result in the Best Value to the Government. Instructions to offerors and the Government�s evaluation process will be further detailed in the forthcoming solicitation. The Government intends to award one (1) contract; however, the Government reserves the right to award more than one (1) contract as a result of this solicitation. The Solicitation, and any subsequent amendments (if any), will be issued in electronic format only and will be available for download late September 2026 via SAM.gov. Further instructions on how to obtain an electronic copy of the plans and specifications will be included in the RFP. Offerors shall address any/all questions in writing to Michael Hoover, Contracting Officer, via email at michael.hoover@aoc.gov. Telephone inquiries will not be acknowledged or accepted. It is the sole responsibility of the offeror to monitor the SAM.gov website for all changes to the solicitation or for information released by the AOC.
