The Government is conducting market research with the intent to procure, under only one responsible source, where no other suppliers or service will satisfy the agency requirements. The Naval Facilities Engineering Systems Command, Hawaii (NAVFAC Hawaii) is conducting market research to determine if other potential products/services can provide a telemetry radio that has equal performance requirements as the Lexycom Terra Radios, manufactured by Lexycom Technologies, Inc., 2043 East 11th St., Loveland, CO, USA, 80537. Additionally, NAVFAC Hawaii is also conducting market research to determine if other potential products/services can provide a media converter that has equal performance requirements as the MOXA Nport 5110 Media Converter, manufactured by Moxa Inc., 601 Valencia Ave, Suite 100 Brea, CA, USA, 92823. The alternate radio product/service must meet the following requirements/specifications: Radio communication must be capable of outputting within the 156-174 MHz frequency band. Must achieve an average RF channel data rate of ~10 kbps, optimized for MODBUS protocols. Must utilize a 50W power supply. Mesh, routing is based on IP[MH1] addresses. All RF transfers can be cyphered in real-time by an on-board NIST-certified cryptographic module. Radio must support and integrate network protocols for Peer to Peer (P2P), Peer to Master (P2M), anybody-to-anybody with pre-determined packet routing. Compatible with ModBUS, HSQ, and data serial interface. The alternate media converter product/service must meet the following requirements/specifications: Media converter must support transmission of serial communications over a TCP/IP Ethernet network for integration with the existing Modbus radio communication system. Media converter must provide a 10/100BaseT(X) copper Ethernet RJ45 interface and an RS-232 DB9 serial interface. Media converter must support TCP Server and TCP Client operating modes. Media converter must support configurable RS-232 serial communication parameters for compatibility with the existing communication system Media converter must operate from 12�48 VDC power for compatibility with the control panel power system. This notification is for market research purposes only and should not be construed as a commitment of any kind by the U.S. Government to issue a solicitation, request for proposals, quotes, or invitation of bids or award a contract. Interested parties with a comparable product meeting the requirements described in this announcement are invited to submit complete technical data, information and specifications in order for the Government to conduct an evaluation of your product to ensure compatibility with the existing system. Technical response shall be typed, at least 11 point Times New Roman or larger, single-sided 8.5 by 11 inch pages and submitted in Adobe PDF format. Also, provide company information and point of contract (name, title, email, phone, mailing address). The Government will not reimburse any responder for any costs associated with information submitted in response to this sources sought announcement. Any information provided to the Government in response to this request for information (RFI) will become U.S. Government property and will not be returned. All proprietary or classified information will be treated appropriately. The Government reserves the right to disregard any submittal that is incomplete or vague.
