SUBJECT: Market research is being conducted to identify potential sources that may possess the data, expertise, capabilities, and experience to meet the requirements for qualification and production of the multiple F-15 Armament, MUSTANG NSNs/PNs listed above. ITEM DESCRIPTION: NSNs and PNs included in this notice are as follows: NSN 5998-01-568-3780KV / PN F659-32426-1; NSN 5998-01-267-4481KV / PN A06G2771-1; NSN 5998-01-272-3129KV / PN A06G2776-1; NSN 5998-01-379-7921KV / PN A06G2738-2; NSN 5998-01-386-9973KV / PN A06G2777-3; NSN 5998-01-694-5572KV / PN A06G3644-2. The above listed NSNs/PNs are used on the MUSTANG tester and/or three different F-15 Armament Testers: The Stores Management System Test Set (SMSTS) A/E24T-198, the Stores Management Sub-System Test Set (SMSSTS) A/E24T-197, and the Armament Circuits Preload Test Set (ACPTS) A/E24T-199. IMPEDIMENT TO COMPETITION: The original equipment manufacturer for this item is Boeing. The Government does not own any data, drawings, schematics, or any other releasable technical data in support of this requirement. As a result, Boeing is the only known source with adequate knowledge of the performance requirements and possession of the required technical data, drawings, facilities, and expertise needed to produce these items and ensure form-fit-function interface and system compatibility. INTEREST: The DLA Contracting Office intends to award a sole source contract to Boeing for the manufacture of the above listed NSNs/PNs in support of the MUSTANG and F-15 Armament Test System Program. The NSNs/parts list above cannot be broken into multiple sub-groups for bidding. Other interested parties may respond to the requirement no later than October 02, 2026 to Meagan Peacock Edge via email (meagan.edge.1@us.af.mil) or Robert Berg (robert.berg.9@us.af.mil. The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR RFO 6.103-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
