This is not a Solicitation and no contract shall be awarded from this synopsis. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of Small Business, 8(a), HUBZone, Service-Disabled Veteran-Owned Small Business (SDVOSB), and Women-Owned Small Business (WOSB) to compete and perform service under a contract for the attached Performance Work Statement. A Request for Quote (RFQ) solicitation and firm fixed priced contract is contemplated depending upon the responses to this synopsis. Response is strictly voluntary - it is not mandatory to submit a response to this notice to participate in any formal RFQ process that may take place in the future. However, it should be noted that information gathered through this notice may significantly influence our acquisition strategy. The United States Department of Agriculture (USDA), Forest Service (FS) cooperative National Spongy Moth Slow the Spread program (STS) works collaboratively with 11 states [Illinois (IL), Indiana (IN), Iowa (IA), Kentucky (KY), North Carolina (NC), Ohio (OH), Minnesota (MN), Tennessee (TN), Virginia (VA), West Virginia (WV), and Wisconsin (WI)] to reduce the rate of spread of spongy moth (Lymantria dispar). Applications for mating disruption are annually implemented to suppress newly established spongy moth populations in the STS program. One formulation of these mating disruptants will be considered for the project. Mating disruptants are formulated to slowly release the active ingredient, racemic disparlure, which is a synthetically produced spongy moth pheromone, over a period of several weeks when spongy moth adults are active and mating. The cloud of pheromone that is released disrupts the male moths ability to locate and mate with female moths, thereby suppressing the following years population. The contractor shall perform mating disruption services in accordance with the attached DRAFT Performance Work Statement. Please include the following in a response to this sources sought notice. GOVBIDFIT SCREENING LENS

What deserves attention before you spend bid time

Decision support

These screening signals are generated from the public notice fields stored for this specific opportunity. They are not eligibility findings or predictions; they are prompts for a faster, more disciplined review of the official solicitation.

Market-research stage

This notice appears to be market research rather than a conventional bid invitation. A capability response, technical feedback or evidence of market interest may matter more than a price proposal at this stage.

Planning window available

The stored response date leaves more than ten days, but amendments and pre-response milestones can shorten the usable preparation window.

No socioeconomic restriction recorded

The current feed does not show a program-specific set-aside restriction. That does not remove other eligibility, responsibility, registration or solicitation-specific requirements.

Classification signal

NAICS 115310 · PSC F105 is the recorded classification. Use it as a screening clue, then compare the actual scope and deliverables rather than treating the code alone as proof of fit.

Official description stored
