This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, �Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services,� as supplemented with additional information included in this notice. This solicitation is a Request For Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2026-01. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1,000 employees. This combined synopsis/solicitation is issued as full and open competition. The National Transportation Safety Board �s Office of Research and Engineering (RE), Materials Laboratory Division (RE-30) has a requirement to purchase one (1) stereomicroscope. The anticipated delivery date is 120 days from the date of award. Review Attachment 1 � Statement of Work (SOW) which is attached hereto and incorporated herein for additional information. Basis for Award The Government may award one (1) firm-fixed-price contract to the responsible Contractor whose quotation conforms to the RFQ, will be most advantageous to the Government, price and other price factors considered, such that it provides the best value to the Government. Best value is defined as the lowest price technically acceptable (LPTA) offer. Clauses and Provisions Please review and complete Attachment 2, Clauses and Provisions, where applicable. The attachment is attached hereto and incorporated herein for additional information. Electronic Dissemination of Combined Synopsis/Solicitation Access to this RFQ and any amendments will be posted on the System for Award Management (SAM) website at www.sam.gov under Contract Opportunities. All contractors are cautioned that it is their responsibility to frequently check the website to ensure they have received all issued amendments. System for Award Management Contractors must have an active SAM registration by the quotation due date. A Contractor without an active SAM registration by the quotation due date will not be considered for award. All questions must be received by 12:00pm Eastern Standard Time (EST) on September 18, 2026. Submission of Quotations Quotations must be received no later than 4:00pm EST, on or before September 21, 2026. Late quotations may not be considered in accordance with Federal Acquisition Regulation (FAR) provision 52.212-1 � Instructions to Offerors � Commercial Products and Commercial Services. Quotations may be transmitted via email to: Bryan J. Moy Contracting Officer Email: bryan.moy@ntsb.gov The maximum size of an email, including attachments, which the NTSB email server can accept is 35 megabytes (MB). Therefore, the Contractor may choose to send their quotation in separate emails, if the combined file size of any email received by the NTSB email server will exceed 35MB. Contractors are encouraged to remove excess graphics from their quotations to ensure quotations remain under the file size limit. It is the Contractor's responsibility to ensure that the designated point of contact has received your quotation at the email address of the contact specified above by the quotation due date.
