This RFI/Sources Sought Notice IS NOT A SOLICITATION or an expression of intent to issue a solicitation of any kind in the future. BACKGROUND, SCOPE, AND CAPABILITY REQUIREMENTS: The purpose of this effort is to provide direct support to the United States�United Kingdom (US-UK) Enhanced Cooperation on Carrier Operations and Maritime Power Projection efforts; this includes providing analysis on US-UK maritime interoperability issues, barriers for resolution, and themes to achieve interoperability-to-interchangeability goals to senior DoD, MOD, USN, USMC, RN, and RAF leadership. Additional information regarding the effort can be reviewed in the Performance Work Statement. The anticipated contract type is a Firm-Fixed Price. The anticipated period of performance is as follows: Base Period: 01 December 2027 to 30 November 2028 Option Period 1: 01 December 2028 to 30 November 2029 Option Period 2: 01 December 2029 to 30 November 2030 Option Period 3: 01 December 2030 to 30 November 2031 Option Period 4: 01 December 2031 to 30 November 2032 Option 52.217-8: 01 December 2032 to 31 May 2033 The applicable NAICS code for the subject requirement is 541330-- Engineering Services, Size Standard is $25.5 Million Dollars and PSC code is R425-Support-Professional: Engineering/Technical. The input provided will help the United States Navy ascertain the interest, capability, and capacity of potential businesses both small and large. If you are an interested business, FLCN would appreciate your assistance in providing a Statement of Capabilities to include the following: 1) Full business name 2) Cage code and Unique Entity Identifier (UEI) 3) Name, phone number, and e-mail address of a company representative the Government may contact for additional information 4) Size of business [based on the applicable NAICS code] 5) Statement as to whether business is actively registered in the System for Award Management (www.beta.sam.gov) 6) Statement as to whether business is domestically or foreign owned (if foreign owned, please indicate country of ownership) 7) The contractor shall demonstrate capability in meeting the objectives of the Performance Work Statement. **Submissions are to be no more than 6 pages and no less than 12 point font. ** Responses should be emailed to lorna.d.mohney.civ@us.navy.mil and john.c.hill36.civ@us.navy.mil by Tuesday, 29 September 2026 at 8AM EST.
