The solicitation number is 71111PR260059862. Provisions and clauses incorporated into this solicitation are those in effect through Federal Acquisition Circular 2026-01 dated 13 March 2026. This requirement is a small business set aside. Requirement: The contractor shall provide all necessary labor, materials, and equipment to install a comprehensive Access Control System (ACS) and Video Surveillance System (VSS) at select locations for U.S. Coast Guard (USCG) District Southwest on Coast Guard Island, Alameda, CA. Contract Line Items are attached to this notice in a separate document. The NAICS for this action is 561621, Security Systems Services (except Locksmiths). The size standard is $25,000,000. The services in this solicitation are best represented by PSC Code N063, Installation of Equipment- Alarm, Signal, and Security Detection Systems. FOB for this requirement is Destination. Site Visit: (a) An organized site visit has been scheduled for: September 16, 2026 @ 10:00 AM PDT (b) Participants will meet at: USCG Base Alameda Building 52 Coast Guard Island Alameda, CA 94501 Offerors must submit a completed Base Access Form no later than 12:00 PM PDT on September 15, 2026, to request attendance at the site visit. The following clauses apply to this acquisition: 52.217-8, Option to Extend Services; 52.217-9, Option to Extend the Term of the Contract; 52.222-50, Combating Trafficking in Persons; 52.226-8, Encouraging Contractor Policies to Ban Text Messaging While Driving; and 52.232-33, Payment by Electronic Funds Transfer � System for Award Management. FAR provision 52.212-1, Instructions to Offerors � Commercial Products and Commercial Services, applies to this action. Offerors must be registered at SAM.gov at the time of offer submittal and have completed Representations and Certifications on file. The contracting officer will not consider the following representations when making award decisions or enforcing requirements: paragraphs (d) and (t) of 52.212-3, Offeror Representations and Certifications�Commercial Products and Commercial Services. Entities are not required to update their entity registration to remove these representations in SAM. FAR provision 52.212-1, Instructions to Offerors � Commercial Products and Commercial Services, applies to this action. Offerors must be registered at SAM.gov at the time of offer submittal and have a completed FAR provision 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, on file on the SAM.gov application. Offers shall be submitted on company letterhead; a Standard Form 1449 (SF1449) is not used for this requirement. Submitted offers shall contain the name, title, email address, and telephone number of the company point of contact who can legally bind the company contractually. Interested offerors must provide a technical approach demonstrating their plan to perform the required services. The technical approach shall address the tasks in the SOW. Interested offerors must submit pricing for CLINs 0001 and 0002. Pricing for option periods shall be submitted in the same format as the pricing for the base period. Offers must be valid for at least 30 days. All offerors must have an active registration in SAM.gov at the time of offer submission. The government intends to make a single award to a responsible vendor that provides an offer evaluated as technically acceptable at the offered lowest price. The technical approach shall be evaluated to ensure the approach addresses the required tasks in the Statement of Work. Price shall be evaluated in accordance with techniques listed in FAR part 15.404. Pricing for option periods shall be evaluated to ensure they are fair, reasonable, and balanced. The government shall also evaluate an extension of the contract under the authority of FAR clause 52.217-8 by adding � of the price for the final option period to the sum of pricing for the base period and all option periods. This price shall be for evaluation purposes only and does not obligate the government to extend the contract under this authority. Emailed quotes shall contain the solicitation number in the title of the email. Offers must be valid for at least 30 days.
