THIS IS A REQUEST FOR INFORMATION FOR MARKET RESEARCH PURPOSES ONLY. The USCG is currently in the process of determining the acquisition strategy for this acquisition. To that end, the USCG is seeking to identify potential Contractors that possess the capabilities to provide Dry Docking Services for Training Boats (T-Boats) at the USCG Academy. Anticipated NAICS Code for this requirement: 336611 - Ship Building and Repairing Anticipated PSC Code for this requirement: J020 (Maintenance, Repair, and Rebuilding of Equipment) This is a sources sought notice and request for information (RFI). The Draft Specification is attached for reference to a list of work items and specific work item details, as well as the drydock T-Boat size and weight. No cost or pricing data is required in the vendor�s response to this sources sought notice. Place of Performance: The T-Boats to be serviced are located at the USCG Academy in New London, CT. There is a 100 nautical mile geo-restriction for dry docking services for these T-Boats. Period of Performance: The USCG expects to award this contract with the base year in FY27. There are approximately four (4) T-Boats in need of dry-dock servicing and repairs. It is anticipated that two (2) T-Boats will be dry-docked in FY27, and another two (2) T-Boats will be dry-docking in FY28. The Government anticipates the first T-Boat dry-docking to start in early March 2027. Following completion of the first T-Boat dry-docking, options may be exercised for the subsequent T-Boats to be dry-docked in sequence. The Government may only allow one T-Boat to be dry-docked at a time. The anticipated Request for Proposal (RFP) release date for this effort is on or around 30 October 2026. Planned availability and RFP dates are subject to change. Any interested party may submit a capability statement by 4:00pm ET by Tuesday, September 29, 2026. The capability statement shall address your organization's ability to perform (inclusive of sub-contracting for elements) all of the work functions required per the attached Draft Specification. When submitting a capability statement, please include the following information: Company name; Company address; Company Point of Contact (POC) information; Company�s Unique Entity ID and CAGE number; Company�s socio-economic status(es)/business size status � including for the applicable NAICS; Does your facility have a dry-dock that can accommodate the T-Boat? If yes, which one and where is it located?; Does your company have availability to perform this dry-dock within the performance periods noted in this sources sought?; How much time would your company need from date of award to the start of the dry-dock?; Whether your company has certified welders or is able to sub-contract certified welders for process type(s); Whether your company has the mechanical ability and experience to: remove/install propellers, prop shafts, rudders, shaft and rudder bearings, valves, strainers, windlass servicing, engine to prop shaft alignment and various other mechanical systems; Whether your company has the ability to: perform pressure testing of various voids, valves, strainers, etc.; perform electrical generator servicing and repairs; perform lead abatement procedures; complete industrial paint removal processes and marine coating systems applications, as well as complete required coating system testing and inspections; and conduct weld inspections. Whether your company has the ability and experience to crop, align, and renew propeller shaft stern tubes; and Any vendor feedback/input or recommendation to the USCG on the Draft Specifications or any other aspects of this effort. RFI responses shall be limited to a total of twenty (20) pages. Respondents shall not submit any proprietary information when responding to this RFI. Respondents shall also note that the Government will not return any information submitted in response to this RFI. This is not a formal solicitation. Any formal solicitation will be announced separately at a later time. Information provided to the Government as a result of this posting is strictly voluntary and given with no expectation of compensation, and clearly provided at no cost to the Government. Information received in response to this sources sought will be used for market research purposes only.
