This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. Quotes are being requested. The U.S. Forest Service, Region 6, has a requirement for the procurement and delivery of one (1) All-Terrain Vehicle (ATV) and four (4) snowmobiles. All vehicles must be delivered new, fully assembled, fluids serviced, and in a 100% turnkey state ready for immediate field deployment upon arrival to support field operations in the Pacific Northwest (PNW) National Forests. Schedule of Items & Delivery Locations All shipments shall be shipped FOB Destination and contract line item pricing must be fully inclusive of all freight, handling, and delivery charges. CLIN 0001: All-Terrain Vehicle (ATV) Quantity: 1 EA Delivery Location: Hood River Ranger Station, 6780 Hwy 35, Parkdale, OR 97041 CLIN 0002: Snowmobiles (#6120, #6121) Quantity: 2 EA Delivery Location: Deschutes National Forest, Scott Street Compound, 80 SE Miller Ave, Bend, OR 97702 CLIN 0003: Snowmobiles (#6678, #6680) Quantity: 2 EA Delivery Location: Siuslaw National Forest, 1850 NE Four Acre Place, Corvallis, OR 97330 Key Technical Salient Characteristics (see attached salient characteristics for additional specs) General (All CLINs): Brand new only; manufactured in the U.S.; minimum 1-year manufacturer warranty; one operators manual per vehicle. CLIN 0001 (ATV): 4-stroke liquid-cooled gasoline engine (600cc�800cc); automatic CVT transmission with H/L/N/R; selectable 2WD/AWD/4WD; single passenger; min 4.0-gallon fuel tank; weight under 800 lbs; wheelbase under 55 inches; integrated cargo racks; 1.25-inch rear receiver hitch. CLIN 0002 (Snowmobiles): 550cc�650cc liquid-cooled engine; Mandatory factory-installed spark arrestor; minimum 2-person seating; heavy-duty rear utility cargo rack kit compatible with 154-inch track footprint. CLIN 0003 (Snowmobiles): 800cc�850cc 2-stroke liquid-cooled engine (91+ octane premium fuel); Mandatory factory-installed spark arrestor; 1-person seating; minimum 146-inch track length; integrated rear bumper tow package/hitch; dual electric and pull start; grip warmers. Award Structure & Evaluation The Government intends to evaluate quotes using simplified commercial procedures and may make up to two (2) separate Firm-Fixed-Price (FFP) awards to achieve the most advantageous solution. Vendors may bid via three options: Option A: CLIN 0001 only (ATV) Option B: CLINs 0002 and 0003 only (Snowmobiles�must price both) Option C: All line items (CLINs 0001 through 0003) Quotes will be evaluated via side-by-side Comparative Evaluation based on the following criteria: Technical Capability & Salient Characteristics Delivery Timeline: Must be delivered within 90 calendar days from the date of award (shorter timelines may be evaluated more favorably). Price: Evaluated for fairness and reasonableness. Submission Instructions Quotation packages must be submitted via email to MINDY HICKMAN at mindy.hickman@usda.gov. Closing Date: Offers must be received no later than September 29, 2026, at 11:00 AM PDT. To be considered for award, the package must contain: SF-1449: Completed and signed (Blocks 17a, 30a, 30b, and 30c). Your Unique Entity ID (UEI) must be included in Block 17a. SF-30 Amendments: Acknowledged and signed copy of any posted amendments. Schedule of Items: Completed pricing using the provided Government form. Technical Documentation: Submit spec sheets, or product brochures for the offered Snowmobiles and ATVs to verify technical acceptability.
