SUBJECT: Sources Sought Notice/RFI � Weapons Generation Facility, Dyess AFB DISCLAIMER: This Sources Sought (SS) is for planning and market research purposes only and does not constitute a Request for Proposals (RFP) or an Invitation for Bids (IFB). This notice is issued under the authority of 10 U.S.C. � 2808a (Other Transaction Authority for Construction and Repair) and is not subject to the Federal Acquisition Regulation (FAR). No solicitation is available at this time. The Government will not pay for any information submitted in response to this notice. PURPOSE: The U.S. Army Corps of Engineers (USACE), Fort Worth District, is conducting active public market intelligence to gauge industry interest, capacity, and capability from commercial construction firms, design-builders, and Non-Traditional Defense Contractors (NDCs). The intent is to gather critical feedback regarding advanced commercial construction methodologies, project delivery risks, and acquisition preferences to support our upcoming project delivery selection. PROJECT DESCRIPTION The planned procurement will construct a secure Weapons Generation Facility (WGF) complex at Dyess Air Force Base, Texas, supporting an Air Force Global Strike Command (AFGBSC) mission. The project entails constructing a complex of multiple hardened facilities within a protective zone, totaling approximately 77,000 SF. Key elements include the following: Primary Facilities: Special Weapons Maintenance Shop, Entry Control Facility, Alert Fire Team Facility, Fire Pump Building, Diesel Generator Building, Remote Tracking and Engagement System (RTES) Towers. Specialized Infrastructure: Six 5-ton overhead bridge cranes (five nuclear-certifiable), emergency power generation, physical security fencing, and foundation systems engineered to accommodate local expansive soils. Design & Delivery Parameters: The design is currently at 65% completion (Code 6). The Air Force intends to retain the current Designer of Record (DoR) through project completion, requiring direct collaboration with the retained DoR. Budget & Schedule: The Target Construction Cost (TCC) is $246,820,000, with incremental funding beginning in FY28. Construction Completion Date (CCD) is targeted for December 2031, with Beneficial Occupancy (BOD) targeted for June 2032.
